Qualifications

• 8+ years in software development with proven leadership.
• Strong C# and SQL Server development experience.
• Experience with enterprise software and complex integrations.
• Familiarity with SDLC, DevSecOps, and secure development practices.
• Public sector / GovTech project experience preferred.

Responsibilities

• Lead and manage software engineering team across full SDLC.
• Define and enforce coding, testing, configuration management, and documentation standards.
• Provide technical leadership across C#, Microsoft SQL Server, and Azure.
• Oversee integration using REST APIs, IBM MQ, and IBM App Connect Enterprise (ACE).
• Coordinate with infrastructure, cybersecurity, QA, architects, and project teams to ensure successful delivery.
• Lead technical and architecture reviews with customers, vendors, and government stakeholders.
• Ensure secure development and compliance with IM8, GovTech requirements, ISO 27001, ISO 9001, and ISO/IEC 12207.
• Manage development progress, risks, dependencies, and engineering deliverables against project milestones.

Job description

We are looking for an experienced Software Manager to lead software engineering activities for a large-scale Singapore public sector ICT project. You will manage the development team and oversee architecture, delivery, quality, security, and integration while ensuring compliance with government and industry standards.

Key Responsibilities

• Lead and manage the software engineering team across the full SDLC , from design through deployment and maintenance.
• Define and enforce software engineering, coding, testing, configuration management, and documentation standards.
• Provide technical leadership across C#, Microsoft SQL Server, Azure , and enterprise application environments.
• Oversee application and system integration using REST APIs, IBM MQ, and IBM App Connect Enterprise (ACE) .
• Coordinate with infrastructure, cybersecurity, QA, architects, and project teams to ensure successful delivery.
• Lead technical and architecture reviews with customers, vendors, and government stakeholders.

Requirements

• Degree in Computer Science, Software Engineering, or related discipline.
• 8+ years of software development experience with proven technical/team leadership responsibilities.
• Strong understanding of C# and Microsoft SQL Server development environments.
• Experience managing enterprise software development teams and complex system integrations.
• Good understanding of SDLC, DevSecOps, software quality, and secure development practices.
• Strong leadership, stakeholder management, analytical, and problem-solving skills.
• Experience with Singapore public sector / GovTech projects and IM8 is highly preferred.
• Knowledge of relevant standards such as ISO 9001, ISO/IEC 27001 and ISO/IEC 12207 is advantageous.
