Job summary

NEWTONE CONSULTING PTE. LTD. is seeking an experienced Software Manager to lead software engineering activities for a large-scale Singapore public sector ICT project.

You will manage the development team and oversee architecture, delivery, quality, security, and integration in compliance with government and industry standards. Responsibilities include leading the SDLC from design through deployment, defining standards, and providing technical leadership across C#, SQL Server, Azure.

Qualifications

• Degree in Computer Science, Software Engineering, or related discipline.
• 8–12+ years of software development with leadership responsibilities.
• Strong understanding of C# and Microsoft SQL Server development environments.
• Experience managing enterprise software development teams and complex integrations.
• Good understanding of SDLC, DevSecOps, software quality, and secure development practices.

Responsibilities

• Lead and manage the software engineering team across the full SDLC, from design through deployment and maintenance.
• Define and enforce software engineering, coding, testing, configuration management, and documentation standards.
• Provide technical leadership across C#, Microsoft SQL Server, Azure, and enterprise application environments.
• Oversee application and system integration using REST APIs, IBM MQ, and IBM App Connect Enterprise (ACE).
• Coordinate with infrastructure, cybersecurity, QA, architects, and project teams to ensure successful delivery.
• Lead technical and architecture reviews with customers, vendors, and government stakeholders.
• Ensure secure development and compliance with IM8, GovTech requirements, ISO 27001, ISO 9001, and ISO/IEC 12207.
• Manage development progress, risks, dependencies, and engineering deliverables against project milestones.

• Strong leadership, stakeholder management, analytical, and problem-solving skills.
• Experience withSingapore public sector / GovTech projectsand IM8 is highly preferred.
• Knowledge of relevant standards such asISO 9001, ISO/IEC 27001 and ISO/IEC 12207is advantageous.
