Turner & Townsend in Singapore is seeking a Project Controls Manager to lead integrated planning, scheduling, cost estimating, risk management, and reporting for a multi‑billion-dollar renewable energy and transmission project across Indonesia and Singapore.

You will establish the Project Controls function, oversee IMS and cost control, perform quantitative risk analysis, manage change, and deliver executive dashboards while coordinating with EPC contractors, suppliers, and cross‑border

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Project Management or related discipline.
• 15+ years’ experience in project controls on major capital projects.
• 8+ years’ experience in senior project controls leadership roles.
• Proven experience leading integrated project controls functions across planning, cost control, risk, change management and reporting.
• Extensive experience supporting major EPC/EPCI projects.
• Advanced proficiency with Primavera P6 and enterprise project controls systems.

Responsibilities

• Establish and lead the Project Controls function, including governance, systems, standards, reporting, and team leadership.
• Develop and maintain the Integrated Master Schedule (IMS) and oversee contractor schedules.
• Independently assess schedule quality, forecast accuracy, and recovery plans.
• Lead project-wide estimating and forecasting, review contractor estimates and change impacts.
• Implement cost control systems, monitor budgets and expenditures, and provide forecasts and dashboards.
• Lead change control processes and manage project risk framework and quantitative risk analysis.
• Oversee document management, information governance and reporting for senior stakeholders.
• Independently verify contractor performance and ensure cross-border delivery alignment.
• Coordinate schedule, cost, risk, and information management across all packages and interfaces.
• Prepare and present executive dashboards, risk and cost forecasts, and Board papers.
