Job summary

Turner & Townsend in Singapore is seeking a Lead Cost Engineer to oversee independent estimating, cost control, forecasting, and cost assurance for a multi‑billion-dollar renewable energy and transmission project.

You will work on international EPC/EPCI contracts, manage cost performance, monitor risks, and provide objective financial insights to protect the project owner’s interests throughout delivery.

Qualifications

• Bachelor’s degree required in relevant discipline.
• 12–15+ years’ experience in cost engineering or project controls.
• 8+ years in senior Cost Engineer, Cost Manager, or leadership role.
• Proven experience on major EPC/EPCI infrastructure or energy projects.
• Strong expertise in cost estimating, control, forecasting, and EVM.

Responsibilities

• Lead all project cost engineering and cost control activities.
• Develop cost management procedures, reporting standards, and governance.
• Maintain project cost breakdown structures and coding systems.
• Provide cost forecasting, analysis, and decision support to leadership.
• Challenge contractor cost reports and ensure owner financial interests.
• Monitor expenditure, commitments, and cost performance.
• Prepare cost reports, forecasts, and management dashboards.
