Job summary

People’s Association in Singapore is seeking a Senior Manager (Procurement & Contracts Management – Non-development Projects) to oversee end-to-end procurement and contract administration for PA’s non-development initiatives. The role ensures compliance with PA policies, Government Instruction Manual, and authorities’ requirements while safeguarding PA’s contractual and financial interests.

Qualifications

• Minimum 5 years working experience in facilities management, infrastructure or building fields.
• Experience managing procurement and contracts for non-development contracts including tendering and award of contracts.
• Familiarity with BCA procurement frameworks (PQM, QFM) and Government Instruction Manual is a plus.

Responsibilities

• Execute procurement exercises for assigned non-development projects across the full pre-award cycle in compliance with government policies and PA governance.
• Prepare and review procurement documentation including specifications, evaluation methodologies and tender documents.
• Provide procurement guidance to operational teams on procurement approaches and approvals.
• Manage contracts from pre-construction to post-construction final account closure with proper governance.
