The Senior Manager (Procurement & Contracts Management – Non-development Projects) supports the end-to-end procurement and administration of PA non-development contracts, from preparation of quotation/tender specifications through to contract award till completion of contract and final account closure. The role ensures that all procurements and contracts are administered in accordance with PA policies, Government Instruction Manual, and relevant authorities’ requirements, safeguarding PA's contractual and financial interests while contributing to the continuous and effective functioning of PA's facilities and operations. Working closely with project teams and operational divisions, the incumbent applies sound procurement and contractual judgement to manage day-to-day procurement and resolve contract matters and maintains robust documentation standards that uphold PA's governance and audit requirements.
Execute procurement exercises for assigned non-development projects across the full pre-award cycle – covering service contracts, term contracts, cyclical maintenance project contracts, and other non-development agreements — in compliance with government procurement policies, the Government Instruction Manual, and PA's internal governance frameworks. Prepare and review procurement documentation, including specifications, evaluation methodologies, and tender documents, ensuring they are fit for purpose, legally sound, and aligned with PA's procurement standards and relevant BCA frameworks (e.g. PQM, QFM). Provide procurement guidance to operational teams on appropriate procurement approaches, approval processes, and specification requirements for non-development contracts, including complex or high-value procurement exercises. Manage assigned non-development project contracts from pre-construction stage, through construction administration (including variation order management, extension of time assessments, loss and expense claims etc), to post-construction final account closure — ensuring contracts are administered in accordance with PA policies, government IMs, and relevant authorities’ requirements. Manage variation orders, extension of time, loss and expense claims and final account closure for assigned projects, applying sound contractual judgement and maintaining proper documentation to support governance and audit requirements. Maintain tender and contract documentation and records management to ensure all procurement and contract-related correspondence, approvals, tender documents, evaluation records, variation orders, and financial records are properly maintained, complete, accurate, and audit-ready at all times. Monitor contract performance for the assigned projects, tracking key milestones, financial commitments and contractor performance to identify risks early and elevate or implement appropriate mitigation measures. Engage stakeholders and contracting parties on procurement and contractual matters, ensuring PA's positions are clearly communicated and appropriately documented. Contribute to cost intelligence efforts by upkeeping and providing project cost data inputs, supporting benchmarking and planning exercises. Support and contribute to process improvement initiatives within the section by identifying opportunities to streamline procurement and contract administration workflows, strengthen governance controls, and leverage technology to enhance efficiency, transparency, and audit readiness.
