Job summary

Recruit Express Pte Ltd is seeking an AVP, HR Payroll Operations on a 1-year contract in Singapore. You will own end-to-end monthly payroll, manage external vendors, handle CPF/IRAS submissions, and support international assignments while upholding strong controls and compliance.

The role requires 6-8 years of payroll experience within Singapore, with a focus on accuracy, timeliness, and process improvements across payroll and related lifecycle activities.

Qualifications

• Min. 6-8 years of experience managing the end to end monthly payroll cycle.
• Strong working knowledge of Singapore payroll, CPF, IRAS reporting, statutory requirements, reconciliations and payroll controls.
• Experience managing a payroll vendor or working within a payroll service provider.

Responsibilities

• Own the end to end monthly payroll cycle, including payroll preparation, validation, reconciliation and post payroll controls to ensure accurate and timely salary payments.
• Manage the external payroll vendor, including task allocation, service delivery, SLA monitoring, issue resolution and continuous improvement of payroll operations.
• Handle statutory payroll requirements including CPF, year end tax reporting, government paid leave claims and statutory submissions, ensuring accurate and timely completion.
• Support payroll arrangements for international assignments and mobility cases, including expatriates, trainees, secondments, split payroll and shadow payroll where applicable.
• Support payroll audits, reconciliations and compliance reviews; maintain appropriate controls, documentation and audit trails while addressing employee payroll and tax enquiries.
• Drive payroll process improvements and system initiatives while supporting related employee lifecycle activities, including benefits administration and cross border employee movements.
