Job summary

Recruit Express Pte Ltd is seeking a Senior Payroll Specialist in Singapore to own daily payroll operations and engage with stakeholders. You will partner with the external vendor to ensure accurate and timely payroll delivery, while guiding annual CPF and tax reporting and audits.

The role covers mobility payroll, governance, and process improvements, with a strong emphasis on compliance, documentation, and employee inquiries.

Qualifications

• Minimum 6-8 years of payroll experience with hands-on processing.
• Experience in global mobility administration is an advantage.
• Strong understanding of Singapore payroll legislation and CPF/IRAS reporting.
• Experience handling payroll audits and employee inquiries.

Responsibilities

• Own and operate payroll day-to-day delivery and engage stakeholders.

Job description

Up to $8,400 + 1month bonus

Responsibilities

• Serve as the primary owner and subject matter expert for payroll operations, managing day-to-day payroll delivery and stakeholder engagement while escalating only exceptional, high-impact or management-level matters to the VP, People Operations.
• Manage the end-to-end payroll cycle in partnership with the external payroll vendor, ensuring that all payroll services are delivered accurately, timely and in accordance with established controls.
• Manage and support annual payroll, CPF and yearend tax reporting, ensuring compliance with all applicable statutory and regulatory requirements.
• Lead payroll vendor management and governance, including service level reviews, operational performance monitoring, issue resolution and continuous improvement initiatives.
• Support payroll processing for international assignments, expatriates and trainees, and mobility-related payroll arrangements, including split and shadow payrolls where applicable.
• Support payroll audits, statutory surveys, compliance reviews and internal controls, ensuring appropriate documentation and audit trails are maintained.
• Oversee the timely administration and submission of government paid leave and statutory claims, ensuring reimbursement and compliance.
• Review and enhance payroll procedures, policies and controls, and participate in payroll system implementations, upgrades, testing and optimisation projects.
• Respond to employee enquiries relating to payroll, tax, statutory deductions and payroll processes.
• Maintain current knowledge of payroll legislation, tax requirements and employment-related regulations, advising stakeholders on operational impacts and required changes.
• Maintain payroll process documentation, standard operating procedures and knowledge repositories to support business continuity and operational resilience.

Employee Life Cycle

• Deliver employee lifecycle transactions with a strong employee experience focus while ensuring operational accuracy and compliance. Ensure all assigned employee lifecycle processes are completed accurately, timely and in compliance with applicable employment legislation and company policies.
• Manage work pass related activities including application, cancellation, and other relevant activities in relation to cross border mobility.
• Other responsibilities include but may not be limited to benefits administration, providing operational advice to stakeholders, and attending inquiries from employees or teams in People Function
• Support international mobility and assignment administration, including secondments, expatriates, trainees and assignment-related employee movements.

Requirements

• Minimum 6-8 years of payroll experience, with strong hands-on payroll processing capability. Experience in global mobility administration would be an advantage.
• Proven experience managing end-to-end monthly payroll independently.
• Good understanding of Singapore payroll legislation, CPF, IRAS reporting, leave administration, and payroll controls.
• Proven experience handling payroll audits, reconciliations, and employee payroll queries.
