Job summary

The People's Association seeks a Senior Manager (Operations Development & Planning) to strengthen operational capabilities across PA's Operations Cluster, driving ops-tech integration and coordinating strategic planning. You will translate organisational strategies into effective ground operations and collaborate with HQ Divisions, GCDOs, COs and Constituency Offices.

Qualifications

• Strong analytical and critical thinking skills; ability to synthesise data and translate insights into actionable recommendations.
• Excellent written and verbal communication skills including report writing and presentation.
• Strong project management and coordination skills with the ability to manage multiple workstreams and stakeholders.
• Familiar with change management methodologies; experience with data visualisation or IT system management.

Responsibilities

• Coordinate strategic planning efforts for the Operations Cluster by tracking workplan progress and preparing analytical inputs for evidence-based decisions.
• Support implementation of programmes and schemes by coordinating with divisions and field units, monitoring progress against targets, and recommending adjustments.
• Coordinate Operations Cluster platforms and meetings, manage agendas, prepare briefing materials, and follow up on actions.
• Drive operations-technology integration through redesigned workflows and digital solutions with structured change management.
• Manage IT systems and data related to the Operations Cluster, monitor performance, liaise with ICT or vendors, and ensure data integrity.
