Job summary

GovTech (Government Technology Agency) is seeking a Senior Manager, Payment Technology to lead the design and delivery of a robust payment backbone for the motoring sector. You will drive real-time billing, dashboards, and secure payment flows in a complex, regulated public-sector environment.

You will oversee cross-team collaboration with payment processors, engineers, and business leaders, ensuring compliant, scalable solutions that delight users across Singapore’s public services.

Qualifications

• 8+ years of hands-on experience in digital payments.
• Deep understanding of authorisation, clearing, settlement, and in-house finance reconciliation.
• Strong technical chops in system architecture and solutioning.
• Experience dealing with payment schemes, providers, and banks.

Responsibilities

• Shape the Payment Backbone: drive technical direction for payments capture, authorisation, clearance, and settlement.
• Define system integration approaches and create robust, scalable designs.
• Collaborate with payment agents and processors to integrate payment rails.
• Design flows to settle and reconcile across providers, acquirers, and banks.
• Embed payment-grade controls for PCI DSS, MAS TRM, IM8, and OWASP ASVS.
• Bridge vendors, engineers, and leadership to align payment work with user needs.
