GovTech (Government Technology Agency) is seeking a Senior Manager, Payment Technology to lead the design and delivery of a robust payment backbone for the motoring sector. You will drive real-time billing, dashboards, and secure payment flows in a complex, regulated public-sector environment.
You will oversee cross-team collaboration with payment processors, engineers, and business leaders, ensuring compliant, scalable solutions that delight users across Singapore’s public services.
Join a team of changemakers on a mission to redesign the motoring experience - creating a future where transactions happen effortlessly, touchpoints are thoughtfully designed, and where every interaction in a delight. You will be part of a team to reinvent the One Motoring platform, building new capabilities to enable real-time billing, personalised dashboards, and intuitive user flows. As our Senior Manager, Payment Technology, you're not just processing transactions - you're the engineer of trust behind every payment a motorist makes. You will build the payment backbone that moves money reliably for every journey on our roads.
You have 8+ years of hands-on experience in digital payments, having built or operated payment systems. You deeply understand authorisation, clearing, settlement, and in-house finance reconciliation. You have strong technical chops in system architecture and solutioning. You can design a system from scratch, draw system sequence diagrams, finesse interface control documents, and meaningfully explain and debate technical choices. You know your way around schemes, providers, and interchanges, with an in-depth understanding of how acquirers, processors, and banks fit together to move money. You're adept at navigating through complexity, making sound technical decisions with limited data to steer complex, chaotic integration work across large scale systems. You possess exceptional stakeholder management skills and can effortlessly bridge between tech jargon and business goals, building mutual trust across every level. Prior work experience in government or highly regulated environments is a significant advantage. As part of the shortlisting process for the role, you may be required to complete a medical declaration and / or undergo further assessment.
