Job summary

Public Service Division in Singapore invites applications for a role that leads the design and implementation of organisation-wide talent and leadership development strategies. You will shape frameworks, manage programmes, and partner senior management to translate priorities into impactful solutions.

You will oversee leadership assessment, coaching, strategic workforce planning, and budget management, ensuring delivery excellence and data-driven improvements across the public service leadership

Qualifications

• Relevant qualification in Human Resources or Business Management.
• About ten years of relevant work experience in Human Resources.
• Excellent interpersonal, communication, management and writing skills.
• A team player who is independent, resilient, resourceful, able to work in ambiguous, complex situations.
• Proficient in Microsoft Office applications (e.g. Excel, SharePoint).
• Experience with IT projects, Workday HCM, SAP HR, RPA, Chatbots and Macro programming will be advantageous.

Responsibilities

• Lead the design, review and implementation of leadership development strategies, frameworks and programmes.
• Plan and oversee leadership interventions for leaders and successors, including mentoring and coaching.
• Oversee milestone development for leaders at different levels and manage delivery.
• Source, procure, implement and evaluate leadership programmes and platforms.
• Collaborate with stakeholders to contextualise content and ensure end-to-end delivery.
• Use feedback and data to strengthen programme relevance and impact.
• Supervise and develop team members and manage workload.
• Lead SWP system implementation and governance to support workforce planning.
• Develop dashboards and analytics to monitor leadership pipeline strength and outcomes.
• Plan and manage the learning and development budget and reporting.
