Job summary

GovTech is seeking a senior leader to drive organisation-wide leadership and talent development initiatives. You will shape strategy, frameworks and programmes to strengthen the leadership pipeline across the public sector, partnering with senior management, HODs and external partners.

You will oversee end-to-end delivery, assess outcomes using data, and guide a team to continuously improve learning interventions and organisational capability for Singapore's Public Service.

Qualifications

• Relevant degree in Human Resources or Business Management.
• About ten years of HR-related work experience with leadership, learning & development.
• Excellent interpersonal, communication, management and writing skills.
• Independent, resilient and capable of navigating ambiguous, complex situations.
• Proficient in MS Office and quick to learn new tools.
• Experience with IT projects or HR systems like Workday HCM, SAP HR is advantageous.

Responsibilities

• Lead the design, review and implementation of leadership development strategies and programmes, aligned with organisational priorities.
• Plan and oversee leadership interventions for leaders, identified talent and successors, including mentoring and coaching.
• Coordinate milestone development programmes for different levels and succession readiness.
• Conceptualise, source, procure, implement and evaluate leadership programmes and platforms.
• Partner stakeholders to contextualise content and ensure effective end-to-end delivery and impact.
