Job summary

Responsibilities

  • Manage facilities for People’s Association properties to ensure safety and good maintenance.
  • Oversee Managing Agent, consultants and projects within schedule and budget.
  • Lead CMP, A&A and minor building projects from planning to completion and close-out.
  • Monitor contracts, prepare status reports and ensure compliance with procedures.
  • Review plans for compliance with CCMC/RC/CC requirements and maintain project records.

[What the role is]

To support the Division in the facilities management of People’s Association community infrastructure to ensure that the building and facilities are well maintained and kept in a state of good, safe and serviceable condition.

[What you will be working on]

Manage and ensure that the physical infrastructure and facilities of People’s Association properties are safe, fit-for-purpose, conducive for use and social interactions and achieve green goals. These include (but is not limited to): Oversee the appointed Managing Agent, consultants and etc to ensure assigned projects complete within schedule and approved budget and meet the project strategic, design, quality and operational objectives and ensure that all PA properties are well maintained and upkeep to requirements. Manage the project team for Cyclical Maintenance Programmes (CMP), A&A and other minor building projects for PA properties from planning to completion including defects liability periods, DPIPs, fixed asset and finalization of project accounts. Monitor the overall status of projects, ensure that all term contracts of Managing Agents and other services are valid and procured on time, submit progress updates on projects and ensure timely submission of status reports to Management and stakeholders. Reviews plans/drawings and tender documents to ensure compliances with basic and functional requirements of respective CCMC, RC, CC, Stakeholder and Co-users’ requirements. Ensure compliance with Government and internal procurement and financial procedures. Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organizations. Ensure proper and full archive of essential data, financial information all authorities approval information etc for reference, audit and future development of buildings. Other ad-hoc duties not covered under main responsibilities and duties. Other ad-hoc duties assigned by Assistant Director (EM) and/or Deputy Director (EM) and/or Director (EM).

What we are looking for

Qualification: Professional Certification in Building (Architecture, Engineering) or Project Management or Facilities/Estates Management or other building relevant qualification.

Technical Skills: Knowledge in construction project and contract administration, relevant Singapore Standards, Codes of Practices and regulatory guidelines.

Certified Fire Safety Manager, Certified Green Mark Manager/Facility Manager and/or Workplace Safety & Health Certifications will be an added advantage.

Soft Skills: Good interpersonal, communication, management and organization skills with positive attitude. Self-driven, resourceful and be able to work independently and lead the team towards achieving specific goals. Proficient in MS Office application (eg Words, Excel, PowerPoint).

Experiences: Minimum - Five years of relevant experience in Facilities/Estate Management and/or Building maintenance with good track record. Desired - More than seven years of relevant experience in Facilities/Estate Management and/or Building maintenance with good track record, of which at least two years in managerial capacity.
