Xcellink Pte Ltd in Singapore seeks an experienced Project Manager to lead end-to-end Java-based software development projects in a government context. You will drive agile delivery, coordinate cross-functional teams, and ensure governance, risk, and stakeholder alignment.

You will translate business needs into technical plans, manage SDLC from initiation to deployment, and maintain strong client relationships with public sector officials.

Qualifications

• Must have a Bachelor's degree in a relevant field.
• Minimum 5 years of experience managing Java-based application development projects.
• Minimum 3 years of Agile project management experience (Scrum Master or Agile PM).

Responsabilités

• Lead planning, execution, and delivery of Java-based applications in compliance with public sector standards and regulations.
• Manage cross-functional Agile development teams including developers, testers, BAs, and UX/UI designers.
• Translate business requirements into technical execution plans and ensure alignment with government objectives and governance frameworks.
• Implement Agile practices such as Scrum, Kanban, sprint planning, and retrospectives to support iterative delivery.
• Oversee all phases of the SDLC from initiation to deployment and maintenance.
• Manage risks, issues, dependencies, and change requests with clear stakeholder communication.
• Prepare regular project reports, status updates, and dashboards for internal and external stakeholders.
• Build strong relationships with government clients to ensure transparency and alignment throughout the project lifecycle.
• Ensure documentation, audit trails, and deliverables meet public sector governance requirements.
