Job summary

Qualifications

• Must have a Bachelor's degree in a relevant field.
• Minimum 5 years of experience managing Java-based application development projects.
• Minimum 3 years of Agile project management experience (Scrum Master or Agile PM).

Responsibilities

• Lead planning, execution, and delivery of Java-based applications in compliance with public sector standards and regulations.
• Manage cross-functional Agile development teams including developers, testers, BAs, and UX/UI designers.
• Translate business requirements into technical execution plans and ensure alignment with government objectives and governance frameworks.
• Implement Agile practices such as Scrum, Kanban, sprint planning, and retrospectives to support iterative delivery.
• Oversee all phases of the SDLC from initiation to deployment and maintenance.
• Manage risks, issues, dependencies, and change requests with clear stakeholder communication.
• Prepare regular project reports, status updates, and dashboards for internal and external stakeholders.
• Build strong relationships with government clients to ensure transparency and alignment throughout the project lifecycle.
• Ensure documentation, audit trails, and deliverables meet public sector governance requirements.

Requirements

Must-Have:

• Bachelor's degree in Computer Science, Information Systems, Engineering, or related field.
• Minimum 5 years of experience managing Java-based application development projects.
• Minimum 3 years of Agile project management experience (e.g., Scrum Master or Agile PM).
• Prior hands-on experience managing government or public sector IT projects.
• Familiar with Java frameworks (e.g., Spring Boot), APIs, and cloud-native architecture.
• Strong understanding of software quality assurance, testing, and DevOps practices.

Preferred:

• Agile certifications (e.g., Certified ScrumMaster (CSM), PMI-ACP, SAFe).
• Project Management certifications such as PMP, PRINCE2, or CITPM.
• Experience with Agile delivery tools (e.g., JIRA, Confluence, Azure DevOps).
• Familiarity with Singapore Government IM8 policies or equivalent public sector frameworks.
