Job summary

The Singapore Public Service is seeking an IT Service Manager/Project Manager to lead Applications Management within the IT Department. You will manage stakeholder relationships, drive solution design, govern vendor contracts, and ensure governance, risk, and compliance across projects.

You will oversee project delivery, quality assurance, and day-to-day IT operations with focus on SRE practices, observability, and cloud-native environments.

Qualifications

• Bachelor Degree or Master Degree with preferably 10 years of relevant working experience in project management, business analysis and system operation
• Experience in project management, vendor management, incident management, problem management, release management & SRE
• Strong experience in managing business, IT and senior stakeholders
• Sound understanding of the technical aspects of systems integration in an environment with diverse technologies
• Hands-on experience with cloud platforms (AWS, GCP, or Azure) and be comfortable with infrastructure-as-code tools like Terraform. Experience with container orchestration platforms such as OpenShift or Kubernetes is expected, as is familiarity with CI/CD pipelines and DevOps practices
• Experience with observability platforms such as Elastic, Grafana, or Prometheus would be advantageous
• Strong communication skills and ability to influence to gain consensus from multiple stakeholders when required
• Working experience in using project management software like JIRA to track, monitor, and reporting of project/issue progress and producing reports
• Familiarity with Government Instruction Manual 8 will be an added advantage
• Good analytical skills, and able to mulit-task and deliver results in a timely manner
• Self-driven, creative and team-oriented person with good interpersonal and organizational skills, positive attitude and able to work under pressure
• Excellent technical troubleshooting skills
• Sound knowledge in coding languages, databases, application architecture, cloud technologies and IT security

Responsibilities

• Manage stakeholder relationships and align priorities to deliver tech solutions
• Design and deliver end-to-end solution experiences across journeys with policy and digital enablers
• Map service requirements to system/technical specs ensuring architectural alignment
• Manage outsourced vendors and in-housed contractors to meet delivery and operation needs
• Conduct procurement and contract governance for IT services
• Ensure ICT governance policies and risk frameworks are followed and risks managed
• Plan and manage IT projects, ensuring alignment to business objectives, scope, cost and schedule
• Assure quality of systems and applications and establish QC measures
• Oversee day-to-day IT service operations and production support
• Manage change requests, service requests, and post-production issue reviews with vendors
• Plan, execute, and support system upgrades and security patches
• Measure and continuously improve IT service performance
• Define and track SLOs and error budgets for uptime targets
• Collaborate with vendors and dev teams to implement monitoring/alerting for visibility
