Job summary

Public Service Division in Singapore seeks an experienced delivery lead to orchestrate major software and digital platform initiatives. You will drive end-to-end delivery, align with business goals, and ensure outcomes within scope, budget, quality and schedule.

The role requires deep Agile expertise, Scrum mastery and strong stakeholder management. You will translate business needs into technical deliverables, coordinate cross-functional teams, and maintain momentum across complex programs.

Qualifications

Degree in Computer Science, Information Systems, Computer Engineering, Software Engineering or equivalent.
Minimum 7 years of relevant experience in software delivery, digital transformation, or technology programme management.
Proven track record leading software development projects from concept to delivery and operations.
Strong understanding of SDLC, Agile methodologies and modern engineering practices.
Experience facilitating Scrum ceremonies and Agile metrics (velocity, burn-down, etc.).

Responsibilities

Lead the end-to-end delivery of software and digital platform projects within scope, budget, quality and schedule.
Own and drive Agile software delivery processes across the project lifecycle.
Serve as Scrum Master and delivery lead, organizing and facilitating Scrum ceremonies.
Define, refine and prioritise epics, features and user stories with Product Owners.
Coordinate internal and external resources to ensure effective delivery and resource utilisation.
Monitor project health, identify risks and drive timely mitigation.
