Job summary

The Health Sciences Authority (HSA) in Singapore is seeking a Senior Manager/Manager to lead the HERIMS 2.0 program, an integrated case management system for enforcement operations and regulatory functions. The role covers end-to-end IT project delivery, from requirements gathering to user adoption and post-implementation review.

You will work closely with business users, IT teams and external vendors to ensure alignment of requirements, timelines and deliverables, while maintaining governance

Qualifications

• Qualifications in IT, IS, CS, engineering or BIS.
• Substantial IT project experience may be considered.
• Experience managing development, implementation or integration of enterprise IT systems.
• Strong knowledge of IT project management, business analysis, system architecture and data flows.
• Experience with governance, vendor management, risk/issue management, change control and testing.
• Analytical, communication and stakeholder-management skills; project-management certification is a plus.

Responsibilities

• Oversee end-to-end development and implementation of HERIMS 2.0.
• Translate business needs into functional and system requirements with operational users.
• Coordinate integration and consolidation of existing systems and data.
• Collaborate with business users, IT teams and vendors to align priorities and timelines.
• Review specifications, designs and solutions; address issues.
• Monitor delivery, governance and reporting; manage testing readiness and user adoption.
