Job summary

City Energy Pte. Ltd. is seeking a proactive Procurement professional to lead end-to-end sourcing and supplier engagement.

You will drive strategic sourcing, contract negotiation, pricing and cost management while ensuring compliance with governance and procedures. The role requires strong analytical and communication skills, a degree in a relevant field, and at least 3 years of procurement experience, including vendor evaluation, SAP B1 familiarity, and risk assessment.

Qualifications

  • Degree in relevant discipline.
  • Minimum 3 years of procurement/purchasing experience.
  • Strong communication and interpersonal skills with internal stakeholders and suppliers.
  • Good analytical, negotiation and problem-solving abilities.

Responsibilities

  • Manage daily, end-to-end procurement operations.
  • Perform supplier sourcing and explore new resources.
  • Manage AVL reviews and qualifications of new/existing vendors.
  • Maintain vendor data in SAP B1 and ensure governance.
  • Lead procurement processes including tendering, evaluation, pricing and contracting.
  • Conduct commercial bid evaluations and negotiations.
  • Assess procurement risk and participate in audits.
  • Support admin tasks including PDPA policy documentation and service agreements.

Description

You will be supporting procurement operations by formulating and driving a consistent approach towards strategic sourcing and supply. That involves contract negotiation, pricing and cost management. Provide advice and guidance on procurement, vendor engagement & relations, evaluation of supply & services, and development & maintenance of effective procurement policy and procedures. Strong analytical and communication skills are vital for optimizing procurement processes to efficient management of systems and process controls. This role requires knowledge of supply chain dynamics and market trends to contribute effectively to organizational goals.

Responsibilities:
  • Manage daily, end-to-end procurement operations
  • Perform supplier sourcing and exploring new resources
  • Manage Approved Vendor List (AVL) review and assessment of new and existing vendors’ qualifications
  • Manage Vendor Maintenance, including creation and revision in SAPB1
  • Manage daily, end-to-end procurement operations according to established governance, procedures, workflows, practices and approval guidelines
  • Lead supplier/vendor sourcing and evaluation process, based on Requestors’ specifications and stipulated requirements
  • Oversee vendor management, including assessment and review of new and existing vendors’ qualifications and performance evaluation
  • Perform and manage the start-to-end process of Requestors’ purchasing requests and timelines, including electronic tendering, commercial evaluation, pricing and contract negotiation, form of agreement preparation and award
  • Perform commercial bid evaluation and negotiation with vendors based on a prescribed evaluation matrix or other relevant assessment guidelines
  • Manage risk assessment requirements on procurement processes and be actively involved in audit processes and discussions
  • Manage and support general admin functions, including but not limited to PDPA policy documentation and Service Level Agreement, such as leasing of main office building, substations and firefighting facilities, office space and rental, warehouse, title deeds, third-party logistics and other assigned Term Contracts and Consultation agreement arrangements
  • Develop & establish Centralization and Bulk Procurement plan to derive cost and other resource efficiencies
  • Lead or participate in projects assigned to derive improvements in Company’s various functions
  • Any other assigned tasks by the Manager
Pre-requisites
  • Degree in relevant discipline
  • Minimum 3 years of relevant working experience in procurement/purchasing, with experience in contract management and strategic Sourcing.
  • Strong communication and interpersonal skills, with the ability to communicate effectively with internal stakeholders, suppliers and service providers.
  • Good analytical, negotiation and problem-solving skills, with sound commercial awareness.
  • Proficiency in SAP B1 or ERP software will be an added advantage
