UEMS Solutions Pte Ltd in Singapore is seeking an experienced head of procurement to develop and drive the company's sourcing strategy, aligning with business goals and financial targets.
You will lead the procurement team, manage supplier relationships, and oversee major tenders, contract negotiations and cost-saving initiatives.
The role emphasizes governance, spend analytics, and collaboration with Finance, Legal and Operations to secure supply continuity and value.
Develop and implement the Company's procurement strategy in alignment with business objectives, financial targets and operational requirements.
Establish procurement plans and priorities to support new business wins and ongoing operations.
Lead the procurement team and establish clear objectives, KPIs, performance standards and development plans.
Drive continuous improvement in procurement processes, policies, procedures and governance.
Provide strategic procurement advice to Management and Business Heads on sourcing strategies, market conditions, supplier risks and commercial considerations.
Identify opportunities for procurement-led cost savings, value creation and process efficiencies.
Lead strategic sourcing activities, including market assessment, supplier identification, RFQs, RFPs, tenders and negotiations.
Develop sourcing strategies that balance cost, quality, service levels, operational requirements and supply continuity.
Review and challenge business requirements and specifications to ensure that procurement outcomes are commercially competitive and fit for purpose.
Lead major and strategic tenders, including preparation of tender strategies, evaluation criteria, commercial analysis and recommendation papers.
Negotiate pricing, payment terms, rebates, discounts, service levels and other commercial terms with suppliers.
Ensure appropriate procurement approval and delegation requirements are complied with before commitments are made.
Partner with Business Development and Operations during contract mobilisation and renewal to ensure procurement assumptions are commercially viable.
Establish and maintain effective supplier relationship management and performance management frameworks.
Monitor supplier performance against agreed pricing, quality, delivery, service levels and contractual obligations.
Lead periodic supplier reviews and performance evaluations for key and strategic suppliers.
Negotiate and manage supplier contracts, renewals, price reviews and commercial amendments in collaboration with Legal and relevant stakeholders.
Identify and mitigate supplier concentration, dependency and business continuity risks.
Develop alternative sourcing arrangements where appropriate to reduce supply disruption and commercial risks.
Manage supplier disputes and escalates significant commercial or operational issues to Management.
Drive procurement savings and cost optimisation initiatives across the organisation.
Establish appropriate procurement benchmarks and monitor market pricing for key categories.
Analyse procurement spend and identify opportunities for consolidation, standardisation and demand management.
Challenge price increases and assess the commercial impact of supplier cost escalations, including manpower, consumables, equipment and other operating costs.
Develop and maintain procurement savings and benefits tracking mechanisms.
Work closely with Finance to ensure procurement savings, rebates, accruals and commercial benefits are accurately captured and reported.
Support contract profitability initiatives by identifying procurement opportunities to mitigate cost pressures and protect margins.
Drive adoption and effective utilisation of procurement technology and eProcurement platforms.
Lead initiatives to improve procurement visibility, automation and process efficiency through digital tools and analytics.
Ensure supplier information, sourcing activities, purchase orders and procurement records are accurately maintained within the relevant systems.
Develop procurement dashboards and management reports covering spend, savings, supplier performance, sourcing activities and compliance.
Utilise spend analytics and data-driven insights to identify opportunities for cost reduction and process improvement.
Work with Finance and IT to enhance integration between procurement systems and ERP platforms.
Establish strong working relationships with Operations, Finance, Legal, HR, Business Development and other internal stakeholders.
Act as a trusted procurement advisor to Business Heads and Management.
Ensure procurement requirements are understood and addressed in a timely and commercially appropriate manner.
Promote a strong procurement culture across the organisation and ensure stakeholders understand and comply with procurement policies.
Provide regular updates to Management on procurement performance, savings, key sourcing activities, supplier risks and market developments.
Bachelor’s degree in Procurement, Supply Chain Management, Business, or a related discipline.
10 years of relevant procurement and supply chain experience, with proven experience in a senior procurement or commercial leadership role.
Strong track record in strategic sourcing, tender management, contract negotiation and supplier management.
Demonstrated success in delivering cost savings, cost optimisation and commercial value.
Strong understanding of supply-chain risk, supplier performance and business continuity.
Experience developing and implementing procurement strategies, policies, governance and processes.
Strong commercial acumen with excellent negotiation, analytical and problem-solving skills.
Experience with eProcurement systems, spend analytics and procurement digitalisation.
Excellent stakeholder management skills, with the ability to influence and work effectively with senior management, Operations, Finance, Legal and Business Development.
Proven ability to lead, develop and manage a high-performing procurement team.
Strong communication, leadership and decision-making skills, with high standards of integrity and professionalism.
Experience in facilities management, engineering, construction, property, manpower-intensive or service-based industries will be an advantage.
