Job summary

Government Technology Agency (GovTech) in Singapore seeks a Senior Manager to oversee end-to-end administration of public development project contracts, aligning with PA policies and government manuals. You will manage variations, claims, and final accounts while ensuring robust documentation for governance and audit purposes.

You will lead contract governance, monitor performance, and engage stakeholders to safeguard financial interests and ensure timely project delivery with a focus on process

Qualifications

• Minimum 5 years in infrastructure/building contracts management.
• Hands-on experience managing development project contracts.
• Familiarity with PQM/QFM procurement frameworks and GeBIZ.
• Experience with dispute resolution mechanisms such as adjudication or mediation.
• SISV accreditation or equivalent is advantageous.

Responsibilities

• Manage development project contracts across the full project cycle, ensuring governance and policy compliance.
• Handle variation orders, extensions of time, loss and expense claims, and final account closure.
• Maintain contract documentation and records management to support audit readiness.
• Monitor contract performance, milestones, financial commitments, and contractor performance to identify risks.
• Engage stakeholders and document PA positions; contribute to cost data and benchmarking.
• Identify opportunities to streamline contract administration workflows and strengthen governance.
