Job summary

Government Technology Agency (GovTech) is seeking an Assistant Director (Contracts Management – Development Projects) to lead a team of Senior Managers responsible for end-to-end contract administration from pre-construction through post-construction final accounts. The role ensures compliance with PA policies, IMs, and authorities’ requirements while safeguarding financial interests and project delivery.

Qualifications

Professional qualification in building, construction management or quantity surveying.
Minimum 10 years in infrastructure/building.
Experience managing development projects across full cycle (design to post-construction).
Familiarity with BCA procurement frameworks, GeBIZ and Government Instruction Manual.
Knowledge of contract law and variation/claims management.

Responsibilities

Lead a team of Senior Managers in end-to-end contract management for development projects from pre-construction to final account closure.
Monitor contract documentation and records management to ensure audit readiness.
Provide contractual advice including dispute resolution and claims management.
Track milestones, financial commitments and contractor performance to identify risks and mitigation measures.
Drive governance, streamlining workflows and adoption of digital tools.
