Job summary

The People's Association is seeking a Senior Manager to oversee end-to-end administration of development project contracts, from pre-construction through final account closure, ensuring alignment with PA policies and government guidelines.

You will work with project teams, consultants, and contractors to maintain governance, audit readiness, and timely delivery of community spaces, while tracking milestones and managing risks and documentation.

Qualifications

• Minimum 5 years in infrastructure/building sector.
• Experience managing development project contracts.
• Familiarity with BCA procurement frameworks (PQM, QFM) is a plus.
• Dispute resolution experience is a plus.

Responsibilities

• Manage development project contracts from pre-construction to final account closure.
• Ensure contracts align with PA policies, IMs, and authorities' requirements.
• Maintain robust documentation for governance and audit readiness.
• Monitor milestones, financials, and contractor performance to identify risks.
• Engage stakeholders on contractual matters and document PA positions.
• Support cost benchmarking and planning with cost data inputs.
• Identify opportunities to streamline contract administration workflows.
