Job summary

Public Service Division in Singapore seeks an Assistant Director (Contracts Management – Development Projects) to lead a team of senior managers and oversee end-to-end contract management for development project contracts from pre-construction through post-construction final account closure.

Qualifications

• Professional qualification in building, construction management, quantity surveying, or related field.
• Experience managing development projects end-to-end with large cost exposure.
• Familiarity with procurement frameworks and contract dispute resolution is a plus.

Responsibilities

• Lead a team of Senior Managers in administration of development project contracts from design to post-construction.
• Monitor documentation, approvals, variation orders, and financial records for audit-readiness.
• Provide contractual advice on disputes and claims.
• Track milestones, financial commitments, and contractor performance to identify risks.
• Engage stakeholders and contracting parties, documenting PA positions clearly.
• Contribute to construction cost database and analytics for benchmarking.
• Drive process improvements and governance controls; leverage technology for efficiency.
• Develop and coach the team to strengthen contracts administration capabilities.
