Job summary

PROSKILL WORKFORCE PTE. LTD. is seeking a Resident Technical Officer (RTO) to supervise C&S and M&E works on an 18-month contract at a project site near Upper Paya Lebar Road, Singapore.

Responsibilities include on-site supervision, inspections, and documentation in line with drawings, specs, and QP instructions. The candidate should hold qualifications in both C&S and M&E, be accredited with the IES/ACES JC where applicable, and have relevant RTO experience.

Qualifications

• Must be qualified/accredited in both C&S and M&E.
• Currently accredited with the IES/ACES Joint Accreditation Committee, where applicable.
• Relevant experience as an RTO in C&S and M&E works.
• Familiar with BCA requirements, approved plans and site inspection procedures.
• Able to commit to the full project duration.
• Able to commence by 1 November 2026.

Responsibilities

• Provide full-time site supervision for C&S and M&E works in accordance with approved drawings, specifications, QP instructions and regulatory requirements.
• Inspect structural and M&E works to ensure compliance with project requirements and quality standards.
• Witness inspections, testing and material sampling where required.
• Identify and report defective, non-compliant or unauthorized works to the QP and relevant consultants.
• Maintain site diaries, inspection records, photographs, test reports and other required documentation.
• Monitor rectification and close-out of defects and non-conformances.
• Attend site, technical and progress meetings.
• Monitor construction quality and progress against the approved programme.
• Assist with statutory inspections and completion documentation.
• Review contractors' progress claims and conduct site inspections/measurements to verify physical progress.
• Provide site supervision and technical support as required.

Working Hours: 9:00am - 6:00pm
