Job summary

BESCON CONSULTING ENGINEERS PTE seeks an experienced Resident Technical Officer to supervise on-site works for HDB/ residential projects in Singapore. You will coordinate with the C&S QP, monitor compliance and help drive on-time project delivery while upholding safety standards.

Applicants should hold a Civil/Structural Engineering diploma with PE Board registration and an RTO Practicing Certificate. Overtime on weeknights/Saturdays is possible under contract terms.

Qualifications

• Diploma in Civil/Structural Engineering acceptable for PE Board registration in Singapore.
• Registered IES/ACES with a valid Resident Technical Officer Practicing Certificate.
• Minimum 3 years of C&S RTO and architectural supervision on multi-storey/basement projects.
• Experience with bored piling, precast structures, structural steel and local practices.
• Proficient in MS Office and Excel; good team player.

Responsibilities

• Assist C&S QP on site in supervision and inspection to ensure compliance with regulatory and client requirements.
• Coordinate with C&S QP, other RTOs, authorities and contractors to plan, design and supervise to meet project timelines.
• Implement and sustain site supervision quality and safety systems.
• Supervise structural & geotechnical works and identify non-conformities on site.
• Review drawings including authority submissions and shop drawings.
• Conduct regular site checks on contractor compliance with MOM safety regulations.
• Maintain and update site documentation, meetings, safety records and method statements.

Job description

Qualifications:

• Possess recognized diploma in Civil/Structural Engineering acceptable for registration with the PE Board, Singapore.
• Accredited with IES/ACES with a valid Resident Technical Officer Practicing Certificate.
• Minimum 3 years of C&S RTO and architectural work experience in supervision of multi-storey building with basement construction, with strong knowledge of bored piling, precast structures, structural steel, architectural works and local construction practices, with experience in residential/institutional/commercial projects. Experience in residential projects and HDB projects will be an added advantage.
• Proficient in Microsoft Office and Excel.
• A good team player and experience in assisting Resident Engineer/C&S QP in supervision.

Responsibilities:

• Assist C&S QP on site in supervision and inspection of construction works, to ensure that all works comply fully with regulatory and client's requirements.
• Work closely with C&S QP and other Resident Technical Officers regulatory authorities and contractors to provide planning, design and supervision leadership not only to resolve site issues, but also and ensure timely completion of the project.
• Implement and sustain the site supervision quality & safety assurance system.
• Carry out supervision of structural & geotechnical works by identifying any non-conformity of contractor's works on site.
• To be familiar with and check all drawings (including authority submission drawings and shop drawings).
• Carry out regular site checks on contractor & ensure compliance with health and work safety in accordance with MOM regulation.
• Ensure proper maintenance and updating of site documentation for ongoing works, site meetings, safety records, method statements, shop drawings, as built submissions etc.
• Inspect and monitor quality of architectural finishing material delivered to site.

Requirements:

RTO shall be expected to work overtime on some weeknights, Saturdays where required.

For any overtime works beyond two hours on weeknights, the RTO are allowed to claim the excess working hours via time-off the next day. Any unconsumed time-off not use by the next day will be deemed to be forfeited.

RTO shall be contactable through their hand phones at any time of the day (i.e. 24 hours a day, for every day, including Sundays and Public Holidays) throughout the Contract Period including any extension of time; and also during the period where Liquidated Damages is imposed.

In the event that the RTOs are required by HDB/SO to work on Sundays or Public holidays, RTO shall be paid at the applicable maximum rate.

HDB Electrical Load Upgrading Programme (ELUP). Jurong West.

Contract Duration

09 Oct 2026 to 08 Feb 2027 (4 months).

Salary Range

S$ 5,000 per month.
