Job summary

Landspect SG PTE. LTD. seeks a Resident Technical Officer (RTO) to supervise and monitor site activities, ensuring timely execution while upholding quality, safety, and compliance with contract specifications.

You will review drawings, inspect materials, coordinate with the OIC, RE, and QP, and maintain accurate site records. Willingness to work on shift including night shifts and Sunday rotations is required.

Qualifications

  • Diploma in Civil or Structural Engineering from a recognized polytechnic.
  • Registered with IES as a Resident Technical Officer (C&S) with a valid practicing certificate.
  • Minimum 5 years of site supervision experience, preferably with projects under LTA, HDB, DSTA, or CAG.
  • Good knowledge of local construction practices, codes and authority requirements.
  • Strong coordination, communication and problem-solving skills.
  • Willing to work on shift schedules, including night shifts and rotational Sunday duties.

Responsibilities

  • Supervise and monitor site activities to ensure timely works with high quality and safety.
  • Perform duties of an RTO per BCA requirements.
  • Ensure works comply with contract specs, drawings, method statements and schedules.
  • Review drawings and specs, identify discrepancies, report to OIC.
  • Inspect materials and workmanship; initiate corrective actions for non-conformance.
  • Verify that structural and critical works follow drawings and codes.
  • Assist RE and QP in meeting regulatory and project requirements.
  • Attend site meetings and maintain records and reports.
  • Maintain site documentation including daily records and QA/QC reports.
  • Ensure compliance with workplace safety and health regulations.

Job Description
  • Supervise and monitor site activities to ensure works are executed in a timely manner while maintaining high standards of quality, safety, and compliance.

  • Perform all duties and responsibilities of a Resident Technical Officer (RTO) in accordance with the requirements stipulated by BCA.

  • Ensure all works are carried out in compliance with contract specifications, approved drawings, method statements, work schedules, and site instructions.

  • Review construction drawings and specifications, identify discrepancies, and promptly report to the Officer-in-Charge (OIC) for necessary action.

  • Inspect materials delivered to site and workmanship to ensure compliance with approved specifications and quality standards; initiate and follow up on corrective actions for any non-conformance.

  • Monitor and verify that all structural and critical works are executed in accordance with approved drawings and relevant codes of practice.

  • Assist the Resident Engineer (RE) and Qualified Person (QP) in ensuring works meet regulatory and project requirements.

  • Attend and actively participate in site meetings, including progress, coordination, variation, and QA/QC meetings, and maintain accurate records and reports.

  • Maintain proper site documentation, including daily site records, inspection reports, and non-conformance reports.

  • Ensure compliance with workplace safety and health regulations at all times.
