Job summary

WINATAT RESOURCES in Singapore seeks experienced Resident Technical Officers (C&S) to deliver site supervision, inspection, and coordination for major building and infrastructure projects under the guidance of a QP and project consultants. You will supervise civil and structural works, monitor workmanship and quality, review drawings and method statements, and participate in meetings with contractors.

This role requires a Diploma or Degree in Civil & Structural Engineering, at least 3 years'

Qualifications

• Diploma or degree in civil and structural engineering.
• Minimum 3 years’ professional experience in civil/structural construction, including site supervision and inspection.
• C&S RTO accreditation through IES/ACES JAC; BCSS or related safety certification.

Responsibilities

• Supervise and inspect civil and structural construction works to ensure compliance with drawings and regulations.
• Monitor workmanship, materials, testing, and construction quality to uphold standards.
• Identify and report discrepancies, defects and non-conformities to QP and consultants.
• Review drawings, specs and method statements to detect issues requiring resolution.
• Attend site meetings to coordinate with contractors and stakeholders for smooth execution.
• Prepare site records, inspection records and technical documentation for project tracking.
• Support QP and consultants in ensuring technical and quality compliance throughout construction.
• Perform day or night shift site supervision and inspection duties, including weekends/public holidays as required.

Responsibilities

• Supervise and inspect civil and structural construction works to ensure compliance with approved drawings, specifications, regulations, and project requirements
• Monitor workmanship, materials, testing, and construction quality to uphold project standards
• Identify, document, and report technical discrepancies, defects, and non-conformities to the QP and project consultants
• Review drawings, specifications, and method statements to detect and highlight technical issues requiring resolution
• Attend site and technical meetings to coordinate with contractors and project stakeholders for smooth project execution
• Conduct inspections and maintain accurate inspection records and technical documentation for project tracking
• Prepare progress reports, site records, and technical reports to follow up on observations, outstanding works, and corrective actions
• Support the QP and project consultants in ensuring technical and quality compliance throughout the construction process
• Perform day or night-shift site supervision and inspection duties, including weekends and public holidays, as required by project activities

Required competencies and certifications

• Diploma or Degree in Civil & Structural Engineering, Civil Engineering, or a related discipline
• Minimum 3 years of professional experience in civil and structural construction projects, including site supervision and inspection
• C&S RTO accreditation through IES/ACES JAC
• BCSS or relevant construction safety certification

Preferred competencies and qualifications

• Experience in HDB BTO, LTA tunnel/infrastructure, Changi Airport (CAG), or other major building and infrastructure projects
