Job summary

Jin Cheng Pte Ltd is seeking a skilled Quantity Surveyor to manage quantity take-offs, cost estimation and procurement for construction projects in Singapore. You will prepare quotations, monitor costs, and coordinate with project teams to ensure timely delivery and compliance with specifications.

The role requires 3–5 years of relevant experience, degree in QS or related field, and strong negotiation and MS Office proficiency.

Qualifications

• Degree in Quantity Surveying or equivalent is required.

• Experience in procurement and QS functions is preferred.
• Experience in precast construction or A1 main contracts is advantageous.
• Strong negotiation and cost-control skills are essential.
• Good communication and coordination abilities are needed.

Responsibilities

• Take-off, cost estimation, budgeting and prepare quotations/tenders within deadlines.
• Procurement of materials, equipment and subcontract works per project needs.
• Source, evaluate and negotiate with suppliers for best pricing and terms.
• Prepare RFQs, purchase requisitions and purchase orders as applicable.
• Monitor pricing, status and delivery to avoid delays and cost overruns.
• Coordinate with Project/Engineering/Production/Site teams to meet specs and schedule.
• Prepare monthly progress claims, VO and supporting documents for clients.
• Evaluate subcontractors’ progress claims and variations for approval.
• Record project costs, commitments and variations against budgets.
• Assist in contracts, documentation and administration.
• Prepare and negotiate final accounts with subcontractors and clients.
• Maintain procurement, quotation, contract and cost records for audit.

Responsibilities

• Responsible for quantity take-off, cost estimation, budgeting and preparation of quotations/tenders within specified deadlines.
• Handle procurement activities for construction materials, equipment and subcontract works based on project requirements.
• Source, evaluate and negotiate with suppliers and subcontractors to obtain competitive pricing, suitable terms and timely delivery.
• Prepare and issue Request for Quotations (RFQ), purchase requisitions and/or purchase orders, where applicable.
• Conduct price comparison and cost analysis and recommend suitable suppliers/subcontractors for management approval.
• Liaise closely with Project, Engineering, Production and Site teams to ensure materials and services are procured according to project specifications and schedule.
• Monitor material pricing, procurement status and delivery schedules to minimise project delays and cost overruns.
• Prepare and submit monthly progress claims, variation orders (VO) and supporting documents to clients.
• Evaluate and certify subcontractors’ progress claims and variation orders.
• Monitor project costs, commitments and variations against approved budgets.
• Assist in contractual and commercial matters, including contract documentation and administration.
• Prepare and negotiate final accounts with subcontractors, suppliers and clients.
• Maintain proper procurement, quotation, contract and cost records for audit and project reference.
• Develop and maintain good working relationships with suppliers and subcontractors and continuously source for alternative vendors.
• Perform any other QS, procurement or ad-hoc duties as assigned by Management.

Requirements

• Minimum Degree in Quantity Surveying, Civil Engineering, Building, Construction Management or equivalent.
• At least 3-5 years of relevant working experience in the building construction industry.
• Prior experience handling both Quantity Surveying and Procurement/Purchasing functions is preferred.
• Experience in precast construction, structural works or A1 main contractor projects will be an advantage.
• Good knowledge of construction materials, subcontract works, cost estimation, tendering, procurement and contract administration.
• Strong negotiation skills with the ability to evaluate quotations and control project costs.
• Familiar with progress claims, variation orders, subcontractor claims and final account preparation.
• Able to work independently, manage multiple projects and meet tight deadlines.
• Proficient in Microsoft Office, especially Excel and Word.
• Good communication, coordination and negotiation skills.
