Penta Ocean Construction in Singapore is seeking an experienced Quantity Surveyor to manage and prepare cost estimates for tender projects. You will analyze contract terms, compute quotations from subcontractors, and support procurement on complex contracts in accordance with company policy.

The role covers pre- to post-contract stages on medium to large-scale projects, including extensions of time, cost claims, and rigorous cost control.

Qualifications

• Bachelor's Degree/Diploma in QS or related field.
• Minimum 10 years of QS experience in construction.
• Proven experience in tendering, bidding and pre-contract management.
• Experience from pre-contract to post-contract stages on large-scale projects.

Responsabilités

• Prepare cost estimates for tender projects and participate in value engineering.
• Analyse upstream contract terms to identify risks and opportunities.
• Compute quotations from sub-contractors and prepare competitive cost comparisons.
• Support procurement and negotiation on complex contracts in line with company policy.
• Draft, review and issue contracts with customers, sub-contractors and suppliers.
• Prepare Extension of Time claims and associated costs with external consultants.
• Advise on equitable adjustment, contract disputes and claims with clients and consultants.
• Consolidate management reports on claims, disputes and contractual non-compliance.
• Ensure timely upstream claims maximize company interests including variation orders.
• Report major contractual status to project sites and update project budgets.
• Ensure accurate payment responses are certified for sub-contractors' monthly claims.

Description du poste

• To manage and prepare all the cost estimates for the tender projects. Involved in value engineering and determining the price of the service.
• Analyse upstream contract terms and identify possible risks and opportunities related to the application of contract clauses
• To compute quotations from specialists/sub-contractors, prepare competitive comparison for cost committee prior to negotiation and award contracts
• To join the procurement team on complex contracts and negotiation in accordance with company policies and legal requirements
• Support negotiation of contract terms and assessment of contract proposals
• Draft, review and issue contracts and agreements (between customers and the company, with Sub-Contractors and Suppliers)
• Prepare Extension of Time and prolongation costs claims with the aid of external consultants
• Involve and advise requests for equitable adjustment, contract disputes and contract claim with client/consultants and subcontractors with the aid of external consultants
• Consolidate the report to the management on defence against claims, disputes or conflicts and contractual non-compliance issues during monthly reporting
• To check and ensure timely upstream claims to clients are maximize to the company interest including variation order
• To report any major contractual status which may arise after discussion with project sites.

• To ensure accurate and timely payment responses are certified to the subcontractor's monthly claim

Requirements

• Bachelor's Degree/Diploma in Quantity Surveying, Building, Construction or a related
• Minimum 10 years of relevant QS experience in the construction industry
• Proven experience in tendering / bidding and pre-contract management.
• Involved from pre-contract stage to post-contract stage
• Strong expertise in foundation, RC structural works of medium to large scale building projects.
• Sound knowledge of cost estimation, procurement, contract administration and commercial management.
• Ability to work independently, take ownership of responsibilities and deliver results with minimal supervision.
