PENTA-OCEAN CONSTRUCTION COMPANY LIMITED in Singapore is seeking a seasoned Quantity Surveyor to lead cost estimation for tender projects and contribute to value engineering, risk assessment, and procurement activities.

You will analyse contract terms from pre-contract to post-contract, prepare quotations from subcontractors, negotiate terms, draft and issue contracts, and manage variations and claims to protect project interests.

Qualifications

  • Bachelor's Degree or Diploma in Quantity Surveying, Building, Construction or related field.
  • Minimum 10 years of relevant QS experience in construction.
  • Proven tendering / bidding and pre-contract management experience.
  • Involved from pre-contract to post-contract stages.
  • Strong expertise in foundation and RC structural works on large-scale buildings.
  • Solid knowledge of cost estimation, procurement, contract administration and commercial management.
  • Able to work independently and deliver results with minimal supervision.

Responsibilities

  • Prepare cost estimates for tender projects and support value engineering.
  • Analyse upstream contract terms and identify risks and opportunities.
  • Compute quotations from specialists/sub-contractors and prepare competitive cost comparisons.
  • Participate in procurement negotiations in line with company policies.
  • Draft, review and issue contracts with customers, sub-contractors and suppliers.
  • Prepare Extension of Time and prolongation cost claims with consultants.
  • Support equitable adjustment discussions and contract claims.
  • Consolidate management reports on claims, disputes, and non-compliance.
  • Ensure timely variation orders and update project budgets.
  • Report major contractual status after site discussions.
  • Certify subcontractor payments and responses monthly.

Job description

  • To manage and prepare all the cost estimates for the tender projects. Involved in value engineering and determining the price of the service.
  • Analyse upstream contract terms and identify possible risks and opportunities related to the application of contract clauses
  • To compute quotations from specialists/sub-contractors, prepare competitive comparison for cost committee prior to negotiation and award contracts
  • To join the procurement team on complex contracts and negotiation in accordance with company policies and legal requirements
  • Support negotiation of contract terms and assessment of contract proposals
  • Draft, review and issue contracts and agreements (between customers and the company, with Sub-Contractors and Suppliers)
  • Prepare Extension of Time and prolongation costs claims with the aid of external consultants
  • Involve and advise requests for equitable adjustment, contract disputes and contract claim with client/consultants and subcontractors with the aid of external consultants
  • Consolidate the report to the management on defence against claims, disputes or conflicts and contractual non-compliance issues during monthly reporting
  • To check and ensure timely upstream claims to clients are maximize to the company interest including variation order
  • To report any major contractual status which may arise after discussion with project sites.
  • Update any changes in project budget
  • To ensure accurate and timely payment responses are certified to the subcontractor's monthly claim
Requirements
  • Bachelor's Degree/Diploma in Quantity Surveying, Building, Construction or a related
  • Minimum 10 years of relevant QS experience in the construction industry
  • Proven experience in tendering / bidding and pre-contract management.
  • Involved from pre-contract stage to post-contract stage
  • Strong expertise in foundation, RC structural works of medium to large scale building projects.
  • Sound knowledge of cost estimation, procurement, contract administration and commercial management.
  • Ability to work independently, take ownership of responsibilities and deliver results with minimal supervision.
