ENCASA ASIA EMPLOYMENT SERVICES LLP is seeking an experienced Quantity Surveyor to lead a team on large-scale infrastructure projects in Singapore. The role focuses on procurement, contract administration and cost control, with a clear path for career growth and professional development.

You will review contracts, estimate costs for tenders, manage budgets and cash flow, and liaise with clients, consultants and subcontractors to ensure timely delivery and compliance.

Qualifications

• Bachelor's degree in Quantity Surveying, Construction Management, Civil Engineering, Building or related field.
• Minimum 5 years of experience in contract negotiation, administration and/or management.
• Experience on large-scale infrastructure projects is preferred.

Job description

• $7,000 - $11,500 +AWS & Bonus
• 5 days (9am - 6pm) | Location: Joo Koon (7mins walk from Joo Koon MRT)
• A reputable Grade A1 main contractor with 33+ years of experience, specializing in large-scale infrastructure projects.

Responsibilities

• Lead and oversee a team of Quantity Surveyors in procurement and contract administration activities.
• Review contract documents and prepare cost estimates for tender submissions.
• Develop, monitor, and manage project budgets and cash flow forecasts, updating projections as required.
• Administer contract progress claims, subcontractor payments and variation orders.
• Evaluate and resolve contractual claims, including extensions of time (EOT) and additional cost claims.
• Independently manage and deliver large-scale projects from inception to completion.
• Maintain accurate records of contracts, correspondence, and project documentation.
• Liaise with clients, consultants, contractors, and internal stakeholders to ensure timely contract administration.
• Formulate procurement strategies that align with project objectives, budgets, and timelines.
• Identify cost-saving and efficiency opportunities in procurement processes
• Evaluate and select suppliers based on capabilities and past performance
• Negotiate contractual and commercial terms with suppliers and subcontractors while ensuring compliance.
