Job summary

ENCASA ASIA EMPLOYMENT SERVICES LLP is seeking a Senior Quantity Surveyor to lead a team of QS professionals in procurement and contract administration for major infrastructure projects in Singapore.

You will review contracts, prepare tender estimates, monitor budgets and cash flow, manage subcontractor payments, and liaise with clients and stakeholders to ensure timely delivery and value realization.

Responsibilities

• Lead and oversee a team of Quantity Surveyors in procurement and contract administration.
• Review contracts and prepare cost estimates for tender submissions.
• Develop, monitor and manage project budgets and cash flow forecasts.
• Administer progress claims, subcontractor payments and variation orders.
• Evaluate claims including EOT and additional costs; deliver large-scale projects end-to-end.
• Maintain records of contracts and correspondence; liaise with clients and stakeholders.
• Formulate procurement strategies aligned with objectives, budgets and timelines.

• 5 days (9am - 6pm) | Location: Joo Koon (1 bus stop or 7mins walk from Joo Koon MRT)

Responsibilities

• Lead and oversee a team of Quantity Surveyors in procurement and contract administration activities.


• Review contract documents and prepare cost estimates for tender submissions.


• Develop, monitor, and manage project budgets and cash flow forecasts, updating projections as required.


• Administer contract progress claims, subcontractor payments and variation orders.


• Evaluate and resolve contractual claims, including extensions of time (EOT) and additional cost claims.


• Independently manage and deliver large-scale projects from inception to completion.


• Maintain accurate records of contracts, correspondence, and project documentation.


• Liaise with clients, consultants, contractors, and internal stakeholders to ensure timely contract administration.


• Formulate procurement strategies that align with project objectives, budgets, and timelines.


• Identify cost-saving and efficiency opportunities in procurement processes


• Evaluate and select suppliers based on capabilities and past performance


• Negotiate contractual and commercial terms with suppliers and subcontractors while ensuring compliance.

Requirements

• Bachelor’s Degree in Quantity Surveying / Construction Management / Civil Engineering/ Building or related fields


• Minimum 5 years relevant experience in contract negotiation, administration and/or management


• Excellent communication and negotiation skills, analytical mindset, problem solving abilities, as well as keen interest and motivation in a high growth and entrepreneur environment
