Job summary

Stafflink Services Pte Ltd is seeking an experienced Quantity Surveyor to manage the full spectrum of QS duties for upcoming projects in Singapore. The role covers end-to-end cost management from tender stage (pre-contract) through to final accounts (post-contract).

You will source quotations, prepare cost estimates, take-off quantities, negotiate sub-contracts, and conduct site reviews to ensure profitability and budget adherence across both pre- and post-contract stages.

Qualifications

• Diploma or Degree in Quantity Surveying, Building, Civil Engineering or related field.
• Experience in both Pre-Contract and Post-Contract phases.
• Experience working with main contractors is preferred.

Responsibilities

• Source subcontractor and supplier quotations and evaluate pricing.
• Prepare and analyze project cost estimates, budgets and tender documents.
• Take-off quantities and prepare the Bill of Quantities (BQ).
• Assist in the negotiation and awarding of sub-contracts.
• Conduct site visits and evaluate progress for progress claims.
• Prepare and submit accurate progress claims and payment certificates.
• Manage and price Variation Orders and project claims.
• Administer settlement of final accounts with clients and contractors.
• Monitor costs to ensure budget adherence and maximise profitability.

About the Role

We are seeking an experienced and highly capable Quantity Surveyor to manage the full spectrum of QS duties for our upcoming projects. In this role, you will be responsible for end-to-end cost management, taking projects from the initial tender stage (pre-contract) all the way through to final accounts (post-contract).

Key Responsibilities

Pre-Contract Stage

• Source for subcontractor and supplier quotations and evaluate pricing.

• Prepare and analyze project cost estimates, budgets, and tender documents.

• Take off quantities and prepare the Bill of Quantities (BQ).

• Assist in the negotiation and awarding of sub-contracts.

Post-Contract Stage

• Conduct periodic site visits and evaluate work progress for progress claims.

• Prepare and submit accurate progress claims and payment certificates in a timely manner.

• Manage, evaluate, and price Variation Orders (VO) and project claims.

• Administer the settlement of final accounts with clients, main contractors, and subcontractors.

• Monitor project costs closely to ensure they remain within the approved budget and maximize project profitability.

Requirements

• Diploma or Degree in Quantity Surveying, Building, Civil Engineering, or a related discipline.

• Must have strong, proven experience in BOTH Pre-Contract and Post-Contract phases.

• Must be able to independently handle the full spectrum of QS duties from end to end.

• Strong negotiation, analytical, and problem-solving skills.

• Familiarity with standard forms of contract used in Singapore (e.g., PSSCOC, SIA).

• Experience working with Main Contractors is highly preferred.
