Job summary

COENS ENERGY PTE. LTD. in Singapore seeks a seasoned Quantity Surveyor to manage the full spectrum of commercial activities from procurement through final account.

You will prepare budgets and cost plans, monitor expenditure, evaluate variations and claims, and coordinate with project managers, consultants, engineers, subcontractors and suppliers to safeguard cost performance. 3–5+ years in QS roles with a main contractor in Singapore is preferred.

Qualifications

• Degree or Diploma in Quantity Surveying, Building, Construction Management, Civil Engineering, or related.
• Typically 3-5+ years of relevant Quantity Surveying experience, preferably with a main contractor in Singapore.
• Strong experience in building, commercial, mixed-use, infrastructure, or complex construction projects.
• Good knowledge of Singapore construction contracts, measurement, cost control, variation management, claims, and subcontract administration.
• Strong experience in pre- and post-contract QS functions.
• Able to independently manage subcontract packages from RFQ/tender through final account.
• Strong negotiation and stakeholder-management skills.
• Experience with established A1/main contractors and large-scale Singapore projects advantageous.

Responsibilities

• Manage the full spectrum of quantity surveying and commercial activities for the project from procurement through final account.
• Prepare and manage project budgets, cost plans, forecasts, cash flow, and cost reports.
• Monitor project expenditure and identify cost variances, commercial risks, and opportunities.
• Handle tendering and procurement, including RFQs, tender evaluation, cost comparison, negotiation, and subcontractor/supplier recommendations.
• Prepare, review, and administer subcontracts, purchase orders, and contractual documentation.
• Assess and certify subcontractor progress claims, variation orders, and final accounts.
• Prepare and submit progress claims, variation claims, and supporting documentation to clients/consultants.
• Identify, evaluate, substantiate, and negotiate variations, additional works, and contractual claims.
• Maintain proper records for changes in scope, site conditions, and other cost/contractual matters.
• Work with Project Manager, Commercial Manager, consultants, engineers, subcontractors, and suppliers on commercial matters.
• Participate in commercial and progress meetings and provide cost performance updates.
• Ensure contractual obligations and internal cost-control procedures are followed.
• Manage final account preparation, negotiation, and settlement with clients and subcontractors.
• Mentor or supervise junior Quantity Surveyors when required.

Job Requirements:
