Job summary

PAS People's Association is seeking a Senior Manager (Procurement & Contracts Management – Non-development Projects) to lead end-to-end procurement and contract administration for non-development contracts. You will ensure compliance with PA policies and government requirements while safeguarding financial interests.

Qualifications

• Must have at least 5 years in facilities management, infrastructure or building contracts.

Responsibilities

• Execute procurement exercises for non-development projects across the full pre-award cycle in compliance with government policies.
• Prepare and review procurement documentation (specifications, evaluation methodologies, tender docs) ensuring legal soundness and alignment with PA standards.
• Manage non-development project contracts from pre-construction to final account closure, including variation orders and time/expense claims.
• Maintain comprehensive tender and contract records for governance and audit readiness.
• Monitor contract performance, identify risks early and implement mitigation as needed.
• Engage stakeholders and contracting parties to clearly communicate PA positions and ensure proper documentation.
