Job summary

People's Association in Singapore seeks a Senior Manager to oversee end-to-end administration of development project contracts. You will ensure compliance with PA policies, government manuals, and authorities’ requirements while safeguarding contractual and financial interests.

You will manage contract documentation, monitor performance, engage stakeholders, and contribute cost data for benchmarking and planning. Strong governance, digitalisation, and process improvement are expected.

Qualifications

• Professional qualification in building, construction management or quantity surveying.
• Minimum 5 years in infrastructure/building; hands-on contracting experience.
• Experience with development project contracts and governance.

Responsibilities

• Manage assigned development project contracts across full cycle—from pre-construction through to post-construction final account closure.
• Manage variation orders, extension of time, loss and expense claims and final account closure.
• Maintain contract documentation and records management to be audit-ready.
• Monitor contract performance, track milestones and financial commitments, identify risks early.
• Engage stakeholders and contracting parties on contractual matters.
• Contribute to project cost intelligence and benchmarking.
• Support process improvement initiatives within the section and leverage technology.
• Additional scope assigned by Supervisors.
