We are looking for an experienced Training Manager – Operations to lead the planning, coordination and delivery of large-scale security, tactical and operational training programmes.

This role will oversee training operations, trainers, manpower, scheduling, logistics and stakeholders to ensure programmes are delivered safely, efficiently and in line with operational and regulatory requirements.

The ideal candidate has experience in security operations, training operations, uniformed services, enforcement, tactical training or operational readiness, and is comfortable managing training programmes in physical and operational environments.

Key Responsibilities

Training Programme Management

• Lead the planning, coordination and delivery of large-scale security, tactical and operational training programmes.

• Manage training schedules, venues, manpower, equipment, resources and logistics to ensure smooth programme delivery.

• Coordinate multiple training programmes and ensure activities are delivered according to agreed timelines and requirements.

• Oversee training readiness and ensure trainers, facilities, equipment and training materials are properly prepared.

• Monitor programme progress, attendance, completion rates and operational requirements.

• Identify issues affecting programme delivery and implement timely solutions.

Trainer & Manpower Management

• Coordinate and manage trainers, instructors and supporting operational personnel.

• Plan trainer deployment based on programme requirements, manpower availability and competency.

• Monitor trainer readiness, performance and capability requirements.

• Support trainer development and continuous improvement of training delivery standards.

• Coordinate manpower requirements for large-scale training programmes and exercises.

Security & Tactical Training

• Support the planning and delivery of security, tactical and operational readiness programmes.

• Coordinate Police Contact Tactics (PCT) and other physical or tactical training activities.

• Ensure training programmes are conducted in a safe, controlled and operationally effective environment.

• Work with subject matter experts and trainers to ensure training content and delivery meet operational requirements.

• Support the development and improvement of training programmes based on operational needs and feedback.

Stakeholder & Vendor Management

• Work closely with internal departments, operational teams, trainers, vendors and external stakeholders.

• Coordinate with relevant agencies and training partners where required.

• Manage vendor and training provider arrangements, including scheduling, logistics and service delivery.

• Provide regular updates on programme progress, issues, risks and operational requirements to management.

• Build strong working relationships with stakeholders to ensure effective programme delivery.

Operations, Compliance & Continuous Improvement

• Monitor training programme KPIs, attendance, completion, trainer deployment and operational performance.

• Maintain accurate training records, reports and documentation.

• Support audits and ensure training documentation and processes meet required standards.

• Conduct reviews of training operations and identify opportunities to improve efficiency, quality and training outcomes.

• Support the implementation of new training initiatives, processes and technology to enhance training delivery.

Requirements

• Diploma or Degree in Training, Business, Operations, Security Management, Project Management or a related discipline.

• Minimum 5 years of relevant experience in training operations, security operations, tactical training, enforcement, uniformed services or related operational environments.

• Proven experience managing large-scale training programmes, including trainers, manpower, scheduling, logistics and multiple stakeholders.

• Strong experience in Police Contact Tactics (PCT), security training, tactical training or operational readiness programmes is highly preferred.

• Experience working in physical, tactical or operational training environments.

• Strong organisational, coordination and stakeholder management skills.

• Good understanding of training safety, risk management and operational requirements.

• Strong communication, problem-solving and decision-making abilities.

• Comfortable managing multiple programmes and priorities in a fast-paced operational environment.

Good to Have

• ACLP / ACTA certification.

• Police Contact Tactics (PCT) instructor or trainer experience.

• Background in SAF, SPF, SCDF, security operations, enforcement or other uniformed services.

• Experience in security officer training or operational readiness programmes.

• Experience managing external training providers or training vendors.

• Experience with learning management systems, digital learning or training technology.

• Relevant Workplace Safety and Health certifications.
