Job summary

Defence Collective Singapore Ltd seeks an experienced Assistant Manager / Manager, Procurement to oversee end-to-end procurement activities. You will guide sourcing strategies, review tenders, and manage supplier performance to deliver value-for-money and compliance.

Collaborating with internal stakeholders and Finance, you will drive process improvements, CAPEX planning and contract governance, ensuring timeliness and transparency across all procurement initiatives.

Qualifications

• Degree or Diploma in Procurement, Supply Chain Management, Business Administration, Finance, Economics or related discipline.
• At least 5 years of procurement experience with strong exposure to Singapore Government/public-sector processes.
• Knowledge of public-sector procurement principles, governance and contract management.
• Experience with tenders, evaluations, negotiations and value-for-money concepts.
• Proficiency in procurement software and Microsoft Office Suite, especially Excel.

Responsibilities

• Review tenders and quotations to ensure clarity and compliance with rules and approvals.
• Guide users on sourcing strategy to achieve timely, value-for-money outcomes.
• Manage end-to-end procurement processes from planning to closure and governance.
• Develop and update procurement policies, SOPs, templates and guidelines.
• Lead tender evaluations, commercial assessments and supplier negotiations.
• Conduct procurement training and provide guidance on policies and systems.
• Coordinate with suppliers and internal stakeholders to ensure timely delivery and performance.
• Monitor POs, GRNs, DOs and invoices, ensuring accurate records and timely closure.
• Support audits and continuously improve procurement processes and reporting.
