Job summary

Neptune Pacific is seeking a procurement professional in Singapore to manage stores, consumables and spares for vessels. You will process requisitions, handle RFQs, negotiate prices, and award POs to vendors. You’ll coordinate with port agents for timely deliveries and ensure accurate invoicing and documentation.

Ideal candidates have shipping industry purchasing experience, a related degree, and strong analytical and communication skills to work with international crews and offices.

Qualifications

  • Experience in purchasing within shipping or industrial buying.
  • Diploma or Degree in Business Studies, Logistics, Maritime or equivalent.
  • Analytical mindset to forecast stock and trends.
  • Strong ability to interact with crews and offices across regions.
  • Proven procurement policy and process experience.

Responsibilities

  • Evaluate and process vessel requisitions and manage RFQ process.
  • Award POs to identified vendors and secure approvals.
  • Expedite readiness of critical items and resolve disputes.
  • Coordinate with suppliers and port agents for on-time delivery.
  • Match PO, DO and invoices; ensure timely payments.
  • Maintain fleet documentation and supplier performance records.

Job description

Here’s what you’ll do:
  • Ensure Vessels' Stores, Consumables and Spares requirements are met through:
  • Evaluate and process requisitions raised by vessels
  • Manage the RFQ process (including Quote Comparison & negotiating best prices or service), secure approvals for and award Purchase Orders to identified vendors
  • Expedite readiness of critical items and resolve any potential disputes arising as part of service delivery
  • Co-ordinate with suppliers and port agent to ensure timely delivery of goods onboard the vessels at convenient ports worldwide.
  • Communicate with vessels to ensure items are delivered timely and ensure necessary documents are returned to office for processing.
  • Matching of PO, DO and invoices to ensure payment to suppliers are timely.
  • Resolve any invoice discrepancies with vendors and finance team.
  • Maintain up-to-date record and files for quick retrieval.
  • Perform supplier qualification and audit.
  • Handling of projects and other duties assigned to improve work efficiency as required.
  • Ensure that all landed items from the vessels are tracked, serviced and returned in good time in consultation with the superintendent. Keep track of fleet stock items kept at various location
  • Monitor and Analyse vessels' consumption of Stores, Consumables and Spares by:
  • Track and Monitor vessels actual consumption vs budget allocation
  • Analyse vessel consumption patterns across vessel classes to identify unusual consumption trends
  • Support the strategic procurement of Stores, Consumables and Spares/ Contract Management by:
  • Participate in identifying partner vendors for framework agreements
  • Assist in the management of Framework Agreements (including the tender process and post-tender contract management, if necessary)
  • Support the development of matrices to evaluate vendor/supplier performance
  • Assist in monitoring vendor/supplier performance.
  • Maintenance of Fleet documentations including but not limited to:
  • Compile, check and correct end of month reports from fleet vessels (E.g. Main Engine Performance Reports, Lubricant Monthly Reports, Main Machinery Running Hour Reports)
  • Actively participate in the development of the quality management system and engage in the process for the continuous improvement of departmental procedures
  • Update & maintain class survey status check list for the fleet.
Here’s what you’ll bring to the table:
  • Experience in purchasing within the shipping industry, preferably with industrial buying knowledge
  • Diploma or Degree in Business Studies, Logistics & Operations Management, Maritime Business, Nautical Studies, Marine Engineering, Logistics or equivalent
  • Analytical mindset to identify trends and accurately forecast stock
  • Demonstrated success in development and application of procurement processes and policies
  • Strong interpersonal and communication skills to interact with crew of multiple nationalities and offices across the South Pacific
  • Intermediate skills in Microsoft applications (Excel and PowerPoint)
  • Adaptable and flexible in this ever-changing environment
  • Ability to multitask and proactive, keen to learn and grow
