Job summary

Energy Market Authority (EMA) seeks an experienced Learning and Development leader to drive enterprise-wide capability development and organisational learning. You will partner with leaders to design scalable L&D strategies and build a robust learning ecosystem.

You will develop career pathways, strengthen learning systems, and leverage AI to personalise learning. The role demands collaboration, strong project management and a passion for Singapore’s energy transition.

Qualifications

  • 5–8 years of experience in Learning & Development or organisational capability development.
  • Experience across the full learning cycle—Needs Analysis, Design, Development, Delivery and Evaluation.
  • Engineering background would be an advantage.
  • Familiar with learning technologies, digital tools and e-learning platforms; AI in L&D is a plus.
  • Strong analytical skills with data/assessment frameworks to track effectiveness and capability.

We are seeking an experienced Learning and Development leader to drive enterprise-wide capability development and organisational learning.


Working closely with business leaders and HR partners, you will design and implement learning strategies that equip our people to navigate the energy transition and deliver excellence for Singapore. As part of the Organisational Development (OD) team, you will lead in scaling and strengthening EMA’s learning ecosystem.

[What you will be working on]

Responsibilities:



  • Review, design and implement scalable Learning & Development (L&D) strategies and initiatives that keep pace with EMA's organisational growth and the evolving skills landscape, ensuring learning programmes remain relevant and impactful.

  • Develop and operationalise focused career development pathways for departments and branches, outlining core developmental opportunities at each career juncture, and work with departmental representatives and Subject Matter Experts (SMEs) to identify skills gaps and co-create customised training roadmaps and structured on-the-job training programmes.

  • Build and strengthen learning systems and infrastructure, including knowledge repositories, digital learning resources, and assessment frameworks to systematically capture institutional knowledge, track learning effectiveness, and measure organisational capability development.

  • Leverage on AI and learning technologies to better personalise and customise learning and development experiences for officers, and explore innovative digital solutions to enhance learning delivery and accessibility.

  • Drive learning culture-building initiatives such as communities of practice, brown bag sessions, learning festivals, and other engagement activities that foster continuous development across the organisation.

  • Design, develop and review functional competency frameworks across EMA's divisions, working closely with department heads and SMEs to ensure frameworks accurately reflect the skills and knowledge required at each level, and remain current and relevant as the organisation evolves.

  • Translate competency frameworks into structured learning pathways and curriculum covering areas such as emerging digital skills, engineering, and corporate skills, and co-develop in-house learning modules and programmes aligned to EMA's business needs.

  • Develop and maintain learning governance structures and systems to support strategic workforce planning, including skills tracking, succession planning pipelines, and rotation frameworks.

  • Manage and oversee L&D-related budgets, vendor relationships, and programme administration to ensure efficient and effective delivery of learning initiatives.


[What we are looking for]

Requirements:



  • Education in any discipline, with at least 5–8 years of relevant work experience in Learning & Development, organisational capability development, or a related field. A background in Engineering would be an advantage.

  • Experienced in managing the full learning cycle — Learning Needs Analysis, Design, Development, Delivery and Evaluation — with a strong understanding of adult learning methodologies and instructional design.

  • Demonstrated experience in building or strengthening learning systems, knowledge management frameworks, or learning governance structures.

  • Familiarity with learning technologies, digital learning tools, and e-learning development platforms; experience with or keen interest in applying AI to learning and development will be an advantage.

  • Strong analytical skills with the ability to develop and use data and assessment frameworks to track learning effectiveness and organisational capability.

  • Experience working with SMEs and cross-functional stakeholders to co-develop competency frameworks, structured training programmes, various developmental methodologies (e.g. OJT etc.), and career development pathways.

  • Strong project and programme management skills, with the ability to manage multiple initiatives concurrently and deliver results in a dynamic environment.

  • Excellent written and verbal communication skills, with strong stakeholder management and the ability to influence and engage across all levels of the organisation.

  • Ability to work independently with minimal supervision while being a collaborative team player.

  • ACTA/ACLP qualifications will be an added advantage.
