PSA Marine (Pte) Ltd in Singapore seeks an Organizational Development professional to co-lead OD, Talent Management, Leadership Development and related HR initiatives, collaborating with HR peers and business leaders.
The role includes data analysis to measure programme effectiveness, driving culture change, supporting learning and development, and contributing to digitalisation and employee engagement initiatives. A degree in HR and 4+ years in OD/L&D are required.
1. Under the guidance of the Senior Manager heading this function, co-lead or lead the delivery and coordination of OD, Talent Management, Leadership Development, PSA’s FISH! Culture, Innovation, Change Management, AI and digitalisation, employee engagement and other OD-building initiatives in collaboration with HR colleagues, line departments and relevant stakeholders. This includes:-
Work with stakeholders to co-lead/lead various OD initiatives/programs and change interventions, which include, and are not limited to, reviewing and recommending OD strategies, collecting and analysing data from OD initiatives to measure programme effectiveness, reviewing OD materials and resources to drive and facilitate organisation development;
Co-lead/Lead in driving Fish! culture in PSAM through culture change strategies, facilitating Fish!-related workshops, and forming the shared commitment towards making PSAM a great workplace;
Co-lead/Lead talents and high potentials management and initiatives in PSAM and its group of companies;
Collaborate with HR and business leaders to identify skill gaps and recommend interventions as part of career management; and
Be part of the PSAM innovation committee and support relevant areas that are relevant to HR and corporate communications.
2. Strategic planning and policies
Conduct learning needs analysis, including data collection, to identify competency gaps that meet the organisation’s strategy and current and future business objectives, for review with the Senior Manager;
Recommend, develop and implement innovative and creative L&D strategies, channels, platforms, technology, curricula, and programmes to build workforce capabilities for current and future roles and deliver a seamless end-user experience that enhances learning accessibility, effectiveness, and drives learner accountability; and
Champion lifelong, self-directed, and continuous learning.
3. Compliance and documentation - Review, implement and strengthen the required processes and documentation to meet various requirements.
4. Coordinate and support PSAU and PSA group-wide learning such as new ELM system rollout.
5. Training support
Monitor training hours and work closely with HODs and respective training sections to drive achievement of corporate training KPI;
Facilitate and coordinate timely end-to-end internal and external course enrollments, which include and are not limited to the completion of the evaluation survey, claiming of the relevant funds/subsidies, processing of training invoices, timely keying in of training hours, vendor and logistics management, and employee filing;
Based on departments’ requirements, research and recommend suitable training workshops to bridge the gaps for employees;
Identify, support and drive learning and development process improvements through integration of technological tools, data analytics and automation; and
Drive and manage the implementation of sponsorship programmes and training agreements.

The successful candidate shall have:
A Degree in HR, Business Administration/Management or related field
At least 4 years of relevant HR experience, preferably in Organisation Development and/or Learning and Development, with demonstrated ability to lead initiatives, advise stakeholders and support management in driving functional priorities
Good understanding of Singapore Employment Act and Compensation and Benefits practices and trends as well as experience in application
Strong communication, influencing and interpersonal skills in order to deliver ideas and establish effective and strong relationships with relevant stakeholders
Able to deliver quality work independently while collaborating effectively as a strong team player
Ability to work under pressure, meet deadlines and adapt to changing conditions
Strong sense of responsibility
Proficient in Microsoft Office365, especially Excel and Word
Strong analytical skills to drive people and process analytics initiatives
Experience in using HR information systems, especially PeopleSoft, and able to automate processes and utilise dashboard applications, such as RPA, Power Automate, Power BI, and others, will be advantageous.
