Job summary

ST Engineering in Singapore is seeking a seasoned Programme Manager to define scope, plan, execute, monitor, and close programmes aligned with company goals and governance. You will support proposals, cost estimates, and schedules to ensure successful delivery, while developing budgets, milestones and resource plans to meet approved targets.

You will monitor performance, address deviations with corrective actions, and maintain strong stakeholder engagement across cross-functional teams,

Qualifications

• Bachelor’s degree in Engineering, Project Management, Business or related discipline.
• 5+ years of programme management experience preferred.
• Strong skills in contract management and project financial controls.
• Vendor management, negotiation and collaboration capabilities.
• Excellent written and verbal communication, able to explain technical and non-technical info.

Job description

• Define the programme scope and manage the planning, execution, monitoring, control, and completion of programmes, ensuring alignment with company objectives, contractual commitments, and governance requirements.
• Support proposal development, cost estimation, and project scheduling activities to ensure successful programme execution and delivery.
• Develop and manage programme schedules, milestones, budgets, and resource plans, ensuring delivery within approved scope, schedule, and cost targets.
• Monitor programme performance, track key deliverables, and implement corrective actions to address deviations from programme objectives.
• Work closely with stakeholders to ensure seamless communication and coordination of programme activities.
• Manage customer requirements and expectations while maintaining effective stakeholder engagement and communication across cross-functional teams.

Requirements:

• Bachelor’s degree in Engineering, Project Management, Business, or a related discipline.
• At least 5 years of relevant experience in programme management within related industries is preferred but not mandatory.
• Strong programme management skills, with the ability to manage multiple priorities in a fast-paced environment.
• Good knowledge of contract management and project financial controls.
• Strong vendor management, negotiation, and collaboration skills.
• Excellent written and verbal communication skills, with the ability to effectively convey both technical and non-technical information.
• Able to work independently as well as collaboratively in a team environment.
• Good knowledge of the defence industry or experience supporting government, defence, or international customer projects will be an added advantage.
