Job summary

ST Engineering Land Systems in Singapore seeks an Assistant Program Manager to lead and manage AM and Advanced Manufacturing programs from concept to deployment. You will coordinate cross-functional teams, manage schedules and budgets, engage customers, and drive governance, risk, and compliance.

Qualifications

Responsibilities

  • Lead end-to-end planning and execution of AM programs and projects.
  • Develop and maintain schedules, budgets, risk registers, and resource plans.
  • Monitor progress and ensure on-time, within-budget delivery.
  • Governance, reviews, reporting and stakeholder communications.
  • Coordinate with BD, Engineering, and partners to translate requirements.
  • Identify risks and ensure governance, safety, quality, and compliance.

Job description

The Assistant Program Manager will be responsible for leading and managing strategic Additive Manufacturing (AM) and Advanced Manufacturing programs across ST Engineering Land Systems.

The role will drive the successful execution of technology development, capability building, commercial projects, and external collaborations from concept through deployment and commercialization. The incumbent will coordinate cross-functional teams, manage project schedules and budgets, engage customers and partners, and ensure delivery of business and operational outcomes.

Responsibilities
Program & Project Management
  • Lead end-to-end planning and execution of multiple AM-related programs and projects.
  • Develop and maintain project schedules, budgets, risk registers, and resource plans.
  • Monitor project progress, milestone achievement, and deliverables to ensure on-time and within-budget execution.
  • Drive program governance including management reviews, reporting, and stakeholder communications.
Technology Development & Capability Building
  • Manage technology development initiatives related to metal AM, polymer AM, large-format additive manufacturing (LFAM), mobile/field-deployable manufacturing systems, printed electronics, and related advanced manufacturing technologies.
  • Coordinate technical teams to mature technologies from proof-of-concept to operational deployment.
  • Support capability development and qualification efforts for adoption into defence and commercial applications.
Commercial Project Management
  • Oversee customer-funded and internally funded AM projects.
  • Work closely with Business Development and Engineering teams to translate customer requirements into executable project plans.
  • Ensure project deliverables meet customer expectations and contractual requirements.
External Collaboration & Stakeholder Management
  • Manage collaborations with government agencies, research institutes, universities, and industry partners.
  • Coordinate project activities involving internal and external stakeholders.
  • Foster strategic partnerships to support capability growth and commercialization objectives.
Business Development Support
  • Support proposal development, RFQs, project costing, resource planning, and business case preparation.
Risk & Compliance Management
  • Identify program risks and implement mitigation strategies.
  • Ensure compliance with internal governance, safety, quality, procurement, and contractual requirements.
  • Manage project documentation and maintain audit readiness.
Requirements
  • Bachelor's Degree in Engineering, Manufacturing, Materials Science, Mechanical Engineering, Industrial Engineering, or related discipline.
  • Candidate with Project Management related certification is advantageous.
  • At least 2-3 years of relevant experience in program management, project management, engineering, manufacturing, or technology development.
  • Experience managing multi-disciplinary projects involving engineering, operations, procurement, and external partners.
  • Prior experience in Additive Manufacturing, advanced manufacturing, defence engineering, aerospace, or industrial technology sectors will be advantageous.
  • Experience managing government-funded or collaborative R&D projects is preferred.
  • Strong project and program management skills.
  • Excellent stakeholder engagement and communication skills.
  • Familiarity with project governance, budgeting, scheduling, and risk management.
  • Ability to manage multiple concurrent projects and priorities.
  • Strong analytical and problem-solving capabilities.
  • Experience with proposal development and customer engagement.
  • Self-driven, collaborative, and outcome-oriented.
