Job summary

Ministry of Defence of Singapore (CMPB) seeks a capable IT systems manager to lead CMPB's IT systems plans aligned with MINDEF/SAF goals and day-to-day operations. You will drive digitalisation efforts, oversee vendor relationships, and own SAF card processes to support enlistment needs.

You will collaborate across government tools and inter-agency data sharing, ensuring efficient procurement, finance, and administrative support for CMPB functions. Applicants with relevant experience are welcome.

Qualifications

• At least 3 years of relevant experience in systems, project management, and/or vendor management.
• Strong project management and critical thinking skills with the ability to assess issues and proposals.
• Ability to work independently as well as collaboratively in a team.
• Attention to detail and strong negotiation skills.

What The Role Is

You lead Central Manpower Base's (CMPB) IT systems management plans in support of MINDEF/SAF strategic objectives and CMPB's operational needs. This includes driving digitalisation efforts in CMPB for business excellence.

What You Will Be Working On

• Lead CMPB's IT systems management plans in support of MINDEF/SAF strategic objectives and CMPB's operational needs
• Drive the adoption of Whole-of-Government (WOG) tools and inter-agency data sharing to enhance user experience for pre-enlistees and internal users
• Manage the outsourcing of selected CMPB functions to appointed vendors, including implementing new business requirements and monitoring vendor performance to uphold service delivery and operational efficiency
• Serve as the business process owner for the SAF card processes and related systems in support of the organisation's enlistment requirements
• Manage CMPB's finance, procurement, and administrative functions to ensure effective and efficient support for day-to-day operations

Challenge(s)

• Developing a comprehensive grasp of CMPB systems' inherent interdependencies and complexities
• Having a good understanding of the evolving digital landscape to enable CMPB to navigate upcoming digital and operational transformations

What We Are Looking For

• Good project management and critical thinking skills, with the ability to provide a balanced assessment of issues and proposals
• Ability to work independently as well as collaboratively in a team
