Job summary

MINDEF Singapore seeks an experienced programme manager to support HR digitalisation, overseeing stakeholder engagement, risk, schedule and contract management, and performance reporting for the HR programme and service desk support.

You will coordinate engagement sessions, manage asset lifecycle for HR systems, conduct risk assessments, and track Change Requests to ensure timely implementation. You will consolidate compliance evidence and oversee deliverables in a fast-paced environment.

Qualifications

  • 4+ years of experience in programme or project management.
  • Experience in stakeholder management and risk management.
  • Knowledge of contract administration and IT systems management.
  • Able to work independently with minimal supervision.

Responsibilities

  • Coordinate internal and external stakeholder sessions and ensure clear communication of key decisions.
  • Support workforce planning and lifecycle management of HR systems and project assets.
  • Identify, assess and monitor programme risks; develop mitigation strategies.
  • Track Change Requests and ensure timely impact assessments and progress.
  • Oversee deliverables documentation and maintain programme records.
  • Track and report performance metrics to support decision-making.
  • Navigate multiple workstreams and align stakeholder expectations and timelines.
  • Diagnose issues, identify root causes and propose timely solutions.

Job description

What the role is:

You are responsible for supporting the Human Resource (HR) domain's digitalisation efforts to enhance effectiveness, productivity, and user experience. You monitor key aspects of HR programme management, including stakeholder, resource, risk, schedule, and contract management, as well as performance monitoring and reporting for the programme and service desk support.


What you will be working on:


  • Coordinate internal and external stakeholder engagement sessions and meetings and ensure clear communication of key management decisions across all teams

  • Support workforce planning and oversee annual asset stock-taking and lifecycle management of HR systems and project assets

  • Identify, assess, and monitor programme risks, develop mitigating strategies, and manage compliance evidence consolidation and annual Risk, Issue, Change and Exception (RICE) declaration returns

  • Work with contractors to maintain the programme schedule, track Change Request (CR) impact assessments, and monitor CR progress to ensure timely implementation

  • Oversee project deliverables documentation

  • Track and report on programme performance metrics to provide visibility on progress and support informed decision-making

  • Challenge(s)- Navigating the complexities of managing multiple workstreams simultaneously, including stakeholder expectations, vendor deliverables, and programme timelines

  • Evaluating unforeseen issues, identifying root causes and proposing effective solutions within stringent deadlines in a dynamic programme environment


What we are looking for:


  • At least 4 years of work experience in programme or project management, with exposure to areas such as stakeholder management, risk management, contract administration, or IT systems management

  • Strong problem-solving skills

  • Ability to build collaborative relationships with partners and stakeholders

  • Committed to achieving results and adaptable
