Job summary

Sembcorp Specialised Construction in Singapore is seeking a Manager – M&E to lead planning, coordination and execution of mechanical and electrical systems on built environment projects.

You will oversee design reviews, procurement, site implementation, testing & commissioning, ensuring compliance with design specs, regulatory standards and timelines, collaborating with internal teams, consultants and contractors.

Qualifications

• Degree in Electrical/Mechanical Engineering or equivalent.
• Minimum 10 years in construction industry.
• Excellent leadership and project management skills.
• Strong analytical and problem-solving abilities.
• Effective communication and stakeholder engagement.

Responsibilities

• Assist Project Manager in managing the M&E staff and subcontractors for better coordination.
• Oversee the day to day running of all matters relating to the construction of this project with the assistance of M&E staffs, mainly on mechanical & electrical works.
• Attend principal meetings and any other meetings with the Clients, Consultants and external parties.
• Review and discuss construction method and choice of material with Project Manager, Consultants and specialist works-contractors and finalise the most appropriate practical, productive and safe construction method in advance of works for compliance to statutory requirements.
• Liaison with external parties such as clients, client representatives and authorities, etc. and generation of official correspondence, as appropriate
• Co-ordinate the works carried out by his/her M&E Engineer and M&E Co-ordinators.
• Adhere to all relevant legal requirements in his/her performance of work duties in the project.
• Ensure all internal and external work parties under his/her charge perform their work in accordance to relevant legal requirements
• Comply and adhere with the HSSEQ Management System and implement all relevant requirements stated in the HSSEQ management system.
• Undertake the appointment as member of the project’s HSSE Committee.
• Appoint as approving officer for Permit-to-work for mechanical & electrical works.
• Review all relevant risks assessment and safe work procedures relating to mechanical & electrical works.

Purpose and Scope

The Manager – M&E is responsible for leading the planning, coordination, and execution of mechanical and electrical systems across built environment projects. This role ensures that all M&E works meet design specifications, regulatory standards, and project timelines. The manager provides strategic oversight of design reviews, procurement, site implementation, and testing & commissioning activities. Collaborating with internal teams, consultants, and contractors, the Manager drives technical excellence, cost efficiency, and safe delivery of building services systems such as HVAC, electrical distribution, fire protection, and plumbing.
