Job summary

MINDEF is seeking a seasoned professional to lead the governance and transformation of the Job Evaluation (JE) system across MINDEF/SAF. You will shape strategic workforce planning and drives governance, ensuring fair, consistent job levels aligned with value.

You'll work with senior management on organisational design, analyse workforce needs, and explore tech-enabled JE solutions to improve efficiency and decision making, while maintaining records and stakeholder alignment.

Qualifications

• Proven ability to analyse complex information and provide clear recommendations.
• Experience with job evaluation concepts is advantageous but not required.
• Strong communication and project management skills.

Job description

What the role is:

You will support organisational development initiatives and manpower resourcing strategies across the Ministry of Defence (MINDEF) and the Singapore Armed Forces (SAF). Serving as the custodian of the MINDEF/SAF Job Evaluation (JE) system, you will oversee its governance, methodology and processes to ensure consistency and integrity, while driving Strategic Workforce Planning and leading the transformation of the HR Job Family to meet MINDEF/SAF's operational and transformation needs.

What you will be working on:

• Provide sound and objective evaluation of jobs to ensure that job levels are commensurate with organisational value and aligned with established grading principles and comparable roles across MINDEF/SAF- Develop, review and strengthen JE governance, policies, methodologies and guidelines
• Assess current and future workforce requirements, identifying capability gaps, and developing workforce strategies
• Conduct research and analyse emerging trends in organisation and job design, JE methodologies, market practices and workforce developments
• Ensure accurate records and facilitate retrieval of historical JE decisions
• Explore technology-enabled solutions to enhance the efficiency and effectiveness of the JE process
• Develop and expand flexible manpower resourcing strategies
• Review existing flexible manpower resourcing policies and processes
• Lead or participate in cross-functional projects and undertake other duties as assigned
• Challenge(s)- Exercising judgement, sensitivity and professionalism when engaging stakeholders on job evaluation matters
• Being adaptable and agile in working with senior management on organisational design, strategic workforce planning and the review of policies and guidelines
• Balancing diverse stakeholder interests while ensuring fairness, consistency and governance in job evaluation, workforce planning and manpower policy implementation
• Making sound decisions in situations with competing priorities, balancing operational requirements, governance standards and long-term workforce sustainability

What we are looking for:

• Education in any discipline
• Knowledge of organisational design and JE principles is advantageous
• Good analytical and critical thinking skills
