Job summary

MINDEF in Singapore is seeking a strategic planner to support NSD and MINDEF/SAF interests through formulation, execution and management of cross‑agency initiatives. You will coordinate with NSD stakeholders to deliver timely, data‑driven insights and reports.

The role requires strong written and verbal communication, stakeholder management and proficiency with MS Office and Power BI. Applicants with relevant security or operations planning experience are welcome to apply.

Job description

What the role is:

You will support in the formulation, execution, and management of strategies for MINDEF-related Organisations (MROs), ensuring that the Ministry of Defence (MINDEF) and Singapore Armed Forces (SAF) interests are safeguarded. You will serve as the National Service Directorate (NSD) representative, coordinating with key stakeholders and overseeing knowledge management activities to advance the interests of MINDEF/SAF and our NSmen.

What you will be working on:

• Conduct qualitative and quantitative sense-making to analyse the needs of NSmen across generations
• Review MRO reports and membership offerings to identify gaps and opportunities for improvement
• Formulate and execute overall management plans for assigned MROs
• Leverage sense-making data to develop and implement a fit-for-purpose management model
• Establish a structured evaluation and feedback loop for assessing the management model
• Develop a unified strategic communications framework in coordination with assigned MROs and the Outreach & Relations Branch (ORB)
• Act as the liaison between SAF units and MROs for initiatives and events
• Provide updates and reports to MINDEF/SAF leadership
• Challenge(s)- Representing MINDEF/SAF in a multi-stakeholder environment with a higher degree of uncertainty and complexity
• Balancing the heterogeneous objectives and priorities of personnel across different ministries and organisations, requiring extra effort to achieve effective coordination, common understanding, and timely progress
• Managing time-sensitive deliverables in a project environment where tight timelines, strategic communications milestones, and the need to iterate information across multiple stakeholders compound the difficulty

What we are looking for:

• Education in Human Resources, Public Relations, Data Analytics, or a related discipline is preferred
• Experience in a similar capacity, or in a related security and operations planning field, with prior experience or knowledge of project management is preferred
• Proficiency in Microsoft Office applications and Power BI
• Excellent written and verbal communication skillsAbility to assess complex terrain and synthesise qualitative and quantitative information
• Ability to articulate ideas clearly to diverse agencies and stakeholders
• Ability to build and maintain effective working relationships, manage conflicting interests, and empathise with the demands of various stakeholders(Applicants with no experience may apply.)
